Expanding Partnerships and Financing for Development Cooperation Imperatives (Updated on April 23, 2026 for internal purposes)

Member States: Argentina (Chair), Bahamas, Costa Rica, Dominican Republic, Ecuador and

Saint Lucia.

Implementation: Objective 5 -Bridging the financing/funding gap for development cooperationof the Action Plan for Cooperation 2024-2027.

In line with the mandates and priorities established in the approved Work Plan for the Implementation of Activities of this Working Group AICD/JD/doc-235/25 corr.1, the following section provides an update on the progress achieved to date regarding the prioritized activities.

Following the IACD meeting held on March 23, 2026, the Working Group updated its Work Plan (AICD/JD/doc.245) and, based on this, conducted a detailed review of the progress of activities in preparation for 2026. The table below presents the activities, their current status, and the next steps.

5.3 Foster knowledge transfer for understanding and deploying innovative funding mechanisms to expand financing opportunities that complement national development efforts and the regional attainment of the SDGs Webinars on innovative funding mechanisms (blended finance / social impact bonds / green bonds) to complement national development efforts and the regional attainment of the SDGs. At the Level of the IACD2 5.4 Conduct comprehensive assessment and analysis of the DCF/OAS with a forward-looking approach to advise the MB/IACD on establishing eligibility criteria for DCF funding, including as it relates to voluntary contributions. This evaluation aims to encourage broader engagement and participation from all OAS member states in the DCF, ensuring its sustainability. The Working Group has developed a questionnaire to gather insights from OAS Member States regarding their participation in and contributions to the DCF. The objective is to understand why some Member States are not currently contributing, identify barriers to participation, and collect input on potential actions to foster broader engagement and ensure the Fund’s sustainability. The questionnaire, along with a historical overview of contributions to the OAS/DCF, was presented during the Management Board meeting on June 17, 2025 for comments. To date, responses have been received from 11 countries: Antigua and Barbuda, Argentina, The Bahamas, Barbados, Canada, Chile, Colombia, Costa Rica, Ecuador, El Salvador and Panama. A new reminder will be circulated to encourage additional Member States to submit the necessary information, enabling the Secretariat to proceed with the analysis. Review and update the IACD and DCF Statutes to define how resources will flow into sectoral/thematic accounts for project financing and update the cycle process accordingly. 5.6 Revamp the Development Cooperation Fund (DCF) to integrate South-South and Triangular cooperation as key modalities for voluntary contributions. Additionally, institute a dedicated allocation within the DCF aimed at mobilizing external resources, encompassing private sector involvement, and fostering multiactor alliances within the region. Restructure DCF statutes to allow for the implementation of programs outside the regular programming cycle and includes a specific line to finance initiatives of South-South and Triangular Cooperation.

The Working Group has initiated a review of the DCF statutes to ensure the funds’ structure allows for the mobilization of external funding.

5.7 Develop and implement a comprehensive Visibility and Promotion Strategy for DCF with the objective of heightening awareness of the added value of its operation and the relevance of its initiatives to foster greater engagement and contributions from Member States and potential partners. Discussions with cooperation authorities and financial authorities aim to increase engagement and contributions to the DCF. The Working Group has developed guidelines for producing short promotional videos on the OAS/DCF by Member States. These videos are intended for dissemination through official OAS/SEDI social media channels and the CooperaNet platform. The audiovisual strategy aims to:

1. Showcase the added value of DCF operations;

2. Highlight the relevance, results, and impact of its initiatives; and

3. Encourage participation and contributions from Member States and potential partners.

The videos should present results, good practices, and country-level impact in a dynamic, accessible, and visually coherent manner. By implementing this strategy, the Fund’s visibility and communication reach will be expanded, reinforcing its contribution to sustainable development and international cooperation across the region. Costa Rica has already shared its video.

A new reminder will be circulated to Member States, including the guidelines shared with the MB/IACD, inviting broader participation in the development of short videos showcasing engagement with the Fund.- 4Development of a guide outlining the role, scope, and expected outcomes of DCF Champions, aligned with the video guidelines to fully leverage the initiative.

5.8 Develop a framework for establishing and executing a 501(c)(3) Organization collaboratively by the MB/IACD and the Executive Secretariat that would support the programs and objectives of the CIDI and the Development Pillar. This framework will encompass the procedural

The Working Group initiated this task by requesting a legal opinion from the Department of Legal Services (DLS) of the Secretariat for Legal Affairs to address questions regarding the feasibility of establishing financial mechanisms within the framework of the Inter-American Council for Integral Development (CIDI) and the IACD, particularly the creation of a 501(c)(3) organization. Additional information was also requested from the Department of Financial Services to clarify the related financial implications. Following the unfavorable legal opinion on establishing a new 501(c)(3) organization within the OAS/CIDI framework, and in light of subsequent discussions with the Department of Financial Services, the Working Group decided to pursue dialogue with existing 501(c)(3) organizations affiliated with the OAS. Accordingly, the Working Group, together with the Secretariat, has held meetings with existing 501(c)(3) organizations, including the Pan American Development Foundation (PADF). In light of a potential collaboration with Innovante—a recently established nonprofit organization under PADF’s Board oversight— the Working Group is gathering information to assess this potential mechanism for channeling private sector resources to OAS development cooperation programs. Documentation necessary for a comprehensive review and for continued dialogue with PADF/Innovante has been requested. Meetings5have been held in the context of exploring a

Meetings5have been held in the context of exploring a potential Memorandum of Understanding (MOU) between the Inter-American Agency for Cooperation and Development (IACD) and Innovante, to be implemented by SEDI. The Working Group has identified key issues requiring clarification, particularly regarding costs, governance, accountability, and coordination. A follow-up questionnaire has been developed to obtain additional information and clarifications from Innovante, following discussions with the Secretariat on governance and decision-making processes. With the new administration, there is interest in revisiting this matter. The Working Group therefore continues to explore discussions with Innovante and is currently awaiting its responses to determine next steps.

Continue discussions on other mechanisms such as the Trust Funds, including potential meetings with other institutions (e.g., IDB, World Bank) to better understand their establishment processes and operational frameworks within their respective organizational context.
