NOTE FROM THE PERMANENT MISSIONS OF THE COSTA RICA, THE UNITED

STATES OF AMERICA, MEXICO, GUATEMALA, AND PERU REGARDING THE PRESENTATION OF THE PROPOSED AMENDMENTS TO THE STATUTES OF THE IACD AT ITS MEETING OF APRIL 23, 2026PERMANENT MISSION OF COSTA RICA

The Permanent Missions of Costa Rica, the United States, Mexico, Guatemala, and Peru to the Organization of American States (OAS), all members of the Management Board of the Inter-American Agency for Cooperation and Development (IACD), present their compli ments to the Chair of the Management Board, and have the honor to refer to the presentation of the proposed amendments to the Statutes of the IACD, made at its meeting of April 23, 2026.

In this regard, the permanent missions wish to express their appreciation for the preparation and submission of the proposal transmitted by the Technical Secretariat on April 21, 2026, which they consider highly relevant in the context of efforts to strengthen the inter-American system of partnership for development and to adapt its machinery to current dynamics.

In this sense, the Permanent Missions welcome the initiative of the chair to promote a process of reflection on the institutional strengthening of the IACD. Nevertheless, in view of the substantive importance and the legal, institutional, and budgetary implications that may arise from the proposed amendments to the Statutes, they consider it essential to have sufficient time for a comprehensive review by the membership.

Accordingly, the Permanent Missions would appreciate consideration of a revised schedule that allows at least one month, counted from the official distribution of the text by the Secretariat to all member states, so as to enable a proper assessment and the relevant internal consultations at the national level. A proposed schedule is attached.

Likewise, the Permanent Missions would appreciate the good offices of the Chair in undertaking consultations with the Secretariat for Legal Affairs so that it may prepare a legal opinion on the recommendations contained in the proposal, with a view to asse ssing their compatibility with the current legal framework of the Organization, including the Charter of the OAS and the IACD Statutes.

They would also welcome an analysis conducted jointly with the Office of the Executive Director on the potential budgetary implications of implementing the proposed amendments, as well as an opinion from the Department of External Relations of the OAS on the proposed new framework for relations with the permanent observers.

Likewise, the permanent missions would consider of great value the participation of the Executive Director of the Organization, Mr. Michael Bogacheck, and the Secretariat for Legal Affairs, as well as ongoing consultations with them in the discussions on this matter, in order to e nrich the process with their technical and administrative insights.
