VIABLE ALTERNATIVES TO ENABLE MEMBER STATES TO PARTICIPATE IN THE

ADMINISTRATION, PLANNING, AND POLICY FORMULATION MECHANISMS OF THE MEDICAL BENEFITS PLAN The Chair of the Working Group on the Review of OAS Programs (Working Group), is pleased to submit the following report to the Committee on Administrative and Budgetary Affairs (CAAP) on the work carried out by the Working Group on the health insurance benefits. Pursuant to the distribution of mandates adopted by CAAP ( CP/CAAP 4189/26 rev. 1 ) the following mandate was entrusted to the Working Group from the General Assembly resolution “Program-Budget of the Organization for 2026,” Section III. operative paragraph 2.d: “To instruct the Permanent Council, through the CAAP, to consider, during the first quarter of 2026, legally viable alternatives presented by the General Secretariat in document CP/CAAP-4090/25 to enable member states to participate in the administration, planning, and policy formulation mechanisms of the medical benefits plan.” At its meeting held on February 10, 2026, the Working Group received presentations from the Department of Human Resources and the representative from the Secretary General to the Board of Trustees of the Medical Benefits Trust Fund. Delegations engaged in constructive discussions and the Secretariat was requested to present further information on the operations of both the Board of Trustees of the Medical Benefits Trust Fund (MBTF) and the Joint Committee on Insurance Matters (JCIM). The Working Group agreed to submit to the CAAP the recommendation presented by the General Secretariat distributed as CP/CAAP 4090/26 on a combined approach with some amendments that are included in the following text:- 2 -

1. Observer Status in the JCIM: Member States would be invited to designate a representative and three alternates to participate in JCIM meetings as permanent observers. This would provide a structured space for engagement, subject to the signing of a confidentiality agreement. Each regional group will designate a member. The member names should be submitted to the CAAP for decision.

2. Guest Attendance at Selected Medical Benefits Trust Fund Meetings (MBTF): The Member State representative on the JCIM would be invited to attend specific meetings of the MBTF, particularly those involving investment performance or consultant presentations. This participation would be informational only and would not entail fiduciary duties.

The General Secretariat committed to promptly providing the Working Group with the requested information on the JCIM and the Board of Trustees of the MBTF, which will provide additional background for the benefit of delegations. The Chair wishes to express his appreciation to the General Secretariat and to all colleagues of the Working Group for their valuable contributions and support to this important initiative.
