Excellency: I have the honor to address Your Excellency in your capacity as Chair of the Committee on Administrative and Budgetary Affairs of the Permanent Council with reference to document CAAP/GT/RVPP-566/26, by which the member states were invited to submit written comments on the draft Code of Ethics.

The Permanent Mission of Costa Rica wishes, first, to express its appreciation for the preparation and circulation of this draft, which it considers a solid and well-developed instrument. We particularly value the manner in which the text sets out individual obligations and defines punishable conduct, including provisions addressing workplace and sexual harassment. As a constructive contribution, we believe that the document’s preventive dimension could be strengthened by incorporating a clearer reference to institutional responsibility and to the role of senior management in promoting respectful and safe work environments for all, free from abuse of authority and all forms of violence. This would help ensure that the Code functions not only as a disciplinary instrument, but also as a practical guide for fostering an organizational culture grounded in respect and

integrity. We also suggest considering the inclusion in the introductory section of the document of a brief reference to guiding principles such as transparency, impartiality, accountability, and equal treatment, so that the text reflects not only proscribed conduct, but also the values that the member states seek to promote within the Organization.

The Permanent Mission of Costa Rica reiterates its willingness to continue contributing constructively to this process and avails itself of this opportunity to renew the assurances of its highest consideration. Ambassador Alejandra Solano Cabalceta Permanent Representative
