ENHANCE THE PERFORMANCE EVALUATION SYSTEM

UNTIL THE END OF THE THIRD QUARTER OF 2026

The Chair of the Working Group on the Review of OAS Programs (Working Group) is pleased to submit the following report to the Committee on Administrative and Budgetary Affairs (CAAP) regarding the request for an extension for the submission of the proposal to enhance the Performance Evaluation System. The General Assembly through resolution “Program-Budget of the Organization for 2026” in its operative paragraph III.1.c. instruct and I quote: “To extend the deadline for the Permanent Council to review, through the CAAP, Chapter III.c of the General Standards and related standards governing the General Secretariat, with a view to enhancing the OAS Employment Performance Evaluation System (PES). And to request the General Secretariat to submit a proposal by February 27, 2026, at the latest for the approval by the Permanent Council no later than the first quarter of 2026.” At its meeting held on Februaray 25, 2026, the Working Group considered the topic which was entrusted by the CAAP where the General Secretariat requested and extension to the timeline for the submission of the proposal until September 30, 2026. During the deliberations, delegations expressed their concern that this mandate from the

General Assembly has not been fullfilled and extended for several years instead. Delegates underscored the importance of ensuring that any reform of the Performance Evaluation System be carried out in a manner consistent with the principles of austerity, budgetary discipline, and the efficient use of existing resources. Delegations emphasized that the preparation of the proposal should remain within the framework of approved resources and avoid generating additional financial burdens. In light of the discussions, the Working Group agreed to the following course of action:- 2To request the General Secretariat to:

1. Proceed with the preparation of the proposal within existing approved resources;

2. Analyze and inform whether targeted external expertise may be required for specific technical components, together with the related budgetary implications that could be absorbed by existing allocated resources;

3. Present a milestones document for approval outlining the timeline and key deliverables prior to the CAAP meeting on March 3, 2026; The Working Group agreed to submit the request for an extension to CAAP for consideration and approval at its meeting on March 3, 2026, together with the milestones document ( CP/CAAP 4214/26), with a view to forwarding both to the Permanent Council for its consideration and approval.
