COMMENTS AND PROPOSALS OF THE PERMANENT MISSION OF ARGENTINA
ON THE DRAFT CODE OF ETHICSPERMANENT MISSION OF ARGENTINA

OEA039 The Permanent Mission of Argentina to the Organization of American States presents its compliments to the Chair of the Working Group on the Review of OAS Programs of the Committee on Administrative and Budgetary Affairs (CAAP) and has the pleasure to refer to the revised preliminary draft Code of Ethics of the General Secretariat, distributed as document CP/CAAP-4195/26. In that regard, the Mission has the pleasure to submit the following comments on the aforementioned document: a. A preference for not listing non-discriminatory categories in item II.B, because, as stated by Argentina at the fifty-fourth regular session of the OAS General Assembly, our country “reaffirms that all persons are equal before the law in the agreed terms of Article 1 of the Universal Declaration of Human Rights and in its Constitution (Article 16 thereof).” Precisely because Argentina is opposed to all forms of discrimination, it considers that a list of categories for non-discrimination, never being exhaustive, always fails to include someone.” b. Likewise, a preference for eliminating the examples in item D “Workplace harassment,” indicating the grounds on which workplace harassment may be based, since the list is not exhaustive and could leave some cases out. The Permanent Mission of Argentina to the Organization of American States avails itself of this opportunity to convey to the Chair of the Working Group on the Review of OAS Programs of the CAAP the renewed assurances of its highest consideration.
