Ref: Revised draft Code of Ethics of the GS The Permanent Mission of Paraguay to the Organization of American States (OAS) presents its compliments to the Chair of the Working Group on the Review of OAS Programs of the Committee on Administrative and Budgetary Affairs and has the pleasure to refer to the revised preliminary draft Code of Ethics of the General Secretariat, as contained in document CP/CAAP-4195/26 of January 30 this year.

In that regard, the Mission recognizes the importance of strengthening the regulatory frameworks governing the labor relations of OAS personnel, offers the following comments:

A. In the second paragraph under item II.B (“Prohibition of Discrimination”), it suggests avoiding the enumeration of specific forms of discriminatory conduct, in order to avoid excluding types of discrimination that are not expressly mentioned.

B. In the fourth paragraph under item II.D (“Workplace Harassment”), it suggests avoiding the enumeration of specific forms of workplace harassment, in order to avoid excluding types of such harassment that are not expressly mentioned.
