DRAFT RESOLUTION
AMENDMENTS TO THE RULES OF PROCEDURE FOR REGULAR AND SPECIAL
MEETINGS OF THE INTER-AMERICAN COUNCIL FOR
INTEGRAL DEVELOPMENT
(Agreed by the Committee at its meeting held on April 27, and submitted to the Inter-American Council for Integral Development for its consideration)
THE INTER-AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT (CIDI),
CONSIDERING the importance of strengthening institutional continuity in the work of CIDI and its permanent committees, in order to ensure operational efficiency and due predictability of procedures;
Noting that, as a result of the work carried out within the framework of the Informal Consultation Mechanism on Strengthening CIDI, the member states have identified the need to update the Rules of Procedure for Regular and Special Meetings of CIDI (hereinafter "Rules of Procedure”) in accordance with the mandates set forth in resolutions AG/RES. 3038 (LV -O/25), “Advancing Hemispheric Initiatives on Integral Development,” and AG/RES. 3015 (LIV -O/24), ʺContinuing to Drive the Strengthening of the Inter-American Council for Integral Development,ʺ adopted by the OAS General Assembly on June 26, 2025, and June 27, 2024, respectively; and
BEARING IN MIND that, in accordance with Article 30 of the CIDI Statutes and Article 75 of the Rules of Procedure for Regular and Special Meetings of CIDI, it is incumbent upon this InterAmerican Council to adopt and amend its Rules of Procedure;
RESOLVES:
1. To incorporate a new Article 9 bis into the Rules of Procedure, as follows:

Article 9 bis. In order to ensure institutional continuity and an efficient transition in the conduct of the work of the Inter -American Council for Integral Development, the outgoing and incoming Chairs may hold informal coordination meetings prior to the beginning of the term established in Article 3.
At these meetings, the chairs will be able to exchange information and views on: a) The implementation status of current mandates; b) The continuity of the work of committees and working groups; c) Pending matters and the scheduling of regular meetings for the following term; d) Any other subject or matter deemed necessary for the transfer of functions.- 22. To amend Article 10 of the Rules of Procedure as follows:
Article 10. Regular and special meetings of CIDI shall be held in person at the headquarters of the General Secretariat, except when CIDI decides otherwise. By exception, it may meet in a virtual or hybrid format. The notice of convocation shall indicate the format.
3. To amend Article 28(a) of the Rules of Procedure as follows:
Article 28. The following procedures shall apply to the order of business: a) The CIDI Chair shall prepare the draft order of business for each session, and the Secretariat shall distribute it to delegations and representatives at least five working days in advance in the case of regular monthly meetings, and in accordance with the provisions of Article 25 in the case of special meetings.
4. To amend Article 30 of the Rules of Procedure as follows:
Article 30. Proposals that are submitted to the meeting for consideration shall be presented in writing to the Secretariat, which shall distribute them at least five working days prior to the meeting at which they are to be considered. Nevertheless, a two -thirds vote of the member states shall be required for the meeting to authorize discussion of an urgent proposal for which it has not been possible to follow the above procedure.

5. Amend articles 59, 60 (a, b, d, incorporating a new paragraph e) and 61 (a, incorporating b and c, and change the position of the original paragraph c) of the Rules of Procedure
as follows:
Article 59. Chairs of permanent committees shall be elected each year at the first regular meeting of CIDI following the OAS General Assembly regular session. They shall remain in office for one year or until their successors are elected.
Article 60. The nomination and election of candidates for chair and vice chair shall take place in the following manner, with the principles of rotation and equitable geographical representation observed to the extent possible:
a) Candidates to chair each of the permanent committees may be nominated in writing in advance of the first regular meeting of CIDI following the OAS General Assembly regular session or orally or in writing during that meeting.
b) The election of the Chair of each permanent committee shall be by secret ballot unless it is decided to elect them by acclamation.
d) Each permanent committee shall elect one or more vice chairs, as the Committee considers appropriate. Candidates for vice chair positions shall be nominated in writing in advance of the first meeting held by the committee concerned after the election of its chair by CIDI, or orally or in writing during said meeting.
e) The election of the vice chair or vice chairs shall take place, if possible, at that first meeting of the permanent committee.- 3Article 61. a) In the event of temporary absence of the Chair, he or she shall be replaced by one of the vice chairs in accordance with the order of precedence determined by the committee. In the case of the absence of the vice chairs, the meeting of the respective permanent committee shall be chaired by a repr esentative following the order of precedence

b) In the permanent absence of the chair of one of the permanent committees within the first six months of their term of office, CIDI shall elect a new chair.
c) In the permanent absence of the chair of one of the permanent committees after six months, following the date of their election, the vice chair shall become chair in accordance with the order of precedence determined by the committee and shall immediately convene the committee to elect a vice chair to fulfill the vacancy.
d) Chairs and vice chairs of permanent committees may not be re -elected to the same office in the following term unless they have held that office for less than six months.
