DRAFT RESOLUTION
MANDATES MANAGEMENT
(Agreed upon by the Permanent Council and the Inter-American Council for Integral Development at their joint meeting held on April 22, 2026, and referred by the Permanent Council to the plenary of the General Assembly for consideration)
THE GENERAL ASSEMBLY ,
RECOGNIZING the importance of mandates adopted by the General Assembly through previous resolutions, especially those advancing the strengthening democracy, integral development, multidimensional security, human rights, international law and international legal cooperation; as well as the principles of good governance, efficiency, accountability and transparency; [BAH: adreferendum]
ACKNOWLEDGING the ongoing financial constraints of the Organization of American States (OAS) and the importance of ensuring that its mandates are realistically resourced and aligned with strategic priorities;
RECOGNIZING the special circumstances of small island developing states and the need to preserve mandates that are essential to their development and participation;
RECOGNIZING FURTHER the central role of the Inter -American Human Rights System in the promotion and protection of fundamental rights in the Hemisphere;
MINDFUL of the importance of safeguarding institutional stability, concentrating efforts on advancing initiatives already underway within the Organization and ensuring the implementation of current mandates, while also providing the new leadership sufficient space to fully shape the work plan for the OAS Strategic Plan for 2026-2030, that should guide future mandates;
PERMANENT COUNCIL2RECOGNIZING the institutional advances made in the area of mandate management that were initiated with resolution AG/RES. 2957 (L -O/20), whereby the Permanent Council was instructed to establish a regulatory framework for the Permanent Council committees a nd the Inter -American Council for Integral Development to review the program-budget implications of new mandates;

RECALLING that since 2021 the General Assembly has taken actions and approved operational tools in that regard, in accordance with resolutions AG/RES. 2971 (LI -O/21), AG/RES. 2985 (LII-O/22), AG/RES. 3011 (LIII-O/23); AG/RES. 1 (LV-E/24); and AG/Res. 3037 (LV-O/25);
RECALLING FURTHER that, in accordance with the General Assembly resolution AG/RES. 3037 (LV -O/25), “ Reaffirmation of Mandates and Establishment of a Mandate Management Mechanism”), the Permanent Council adopted, on February 18, 2026, a Mandate Management Policy (CP/doc. 6175/26) for the OAS, which also establishes the rules governing the Mandate Management Mechanism;
BEARING IN MIND the submittal by the Secretary General to the Permanent Council of document CP/doc. 6198/26 entitled “OAS Strategic Plan for 2026-2030” dated March 31, 2026; and a subsequent presentation to the Committee on Administrative and Budgetary Affairs on April 14, 2026, for further consideration; and
REAFFIRMING the commitments made in resolution s AG/RES. 1 (LV -E/24), “ProgramBudget of the Organization for 2025 ” and AG/RES. 1 (LVIII -E/25), “Program-Budget of the Organization for 2026 ”, including the provisions on the advancement of structural and governance reforms that promote modernization and qualitative improvements, including greater efficiency in the use of resources,- 3RESOLVES:
