DRAFT RESOLUTION

SUPPORT FOR HAITI-LED STABILIZATION

AND STRENGTHENING THE COORDINATION OF HEMISPHERIC ASSISTANCE

(Presented by the Permanent Mission of Haiti)

(With the outcomes of the informal negotiation meeting held on May 14, 2026)

THE GENERAL ASSEMBLY,

PP1. RECALLING the principles and objectives set out in the Charter of the Organization of American States and the Inter -American Democratic Charter [PAN:, specially the commitment to maintaining peace, security, democracy and the protection of human rights and the rule of law in the hemisphere];

PP2. RECALLING ALSO resolutions of the General Assembly AG/RES. 3039 (LV-O/25) and of the Permanent Council CP/RES. 1237 (2469/23) , as well as United Nations Security Council resolutions 2793 (2025) and 2814 (2026);

PP3. EXPRESSING CONCERN at the security, [URU: human rights] humanitarian, political, and institutional challenges that continue to confront the Republic of Haiti, compounded by [PAN: increasingly violence by criminal activity and human rights abuses ] perpetrated by criminal groups harming the civilian population (USA+ARG+PAR: finish paragraph here), particularly [CAN: sexual and gender based violence which disproportionally impact women [COL+URU:, girls] and children[COL+URU+PAR: and adolescents] [ CAN:, and over the recruitment of children and youth by armed groups, estimated to constitute half of gang members];

ACKNOWLEDGING the efforts of the Government of the Republic of Haiti to strengthen national security capabilities, particularly through the “P4000” program to recruit and train personnel for the Haitian National Police (PNH), as well as recent progress in improving security conditions, including the recovery of control over strategic areas, notably in the Champ de Mars area and the Cité Administrative surrounding the Palais National, thereby contributing to the gradual restoration of state authority and public order;

WELCOMING the initiative of the Government of Haiti to seek the support of the InterAmerican Defense Board (IADB) in updating Haiti’s White Paper on Security and Defense, with a view to modernizing and strengthening the country’s security and defense doctrine in order to present a structured, coherent, and sustainable response to the multidimensional security challenges confronting the country[AB+BAR+HAI: and emphasizing the importance of protection, accountability and reintegration efforts];

PP6. WELCOMING ALSO the academic symposium on security in Haiti held on April 14, 2026, by the Inter -American Defense College, which helped draw renewed attention to the crisis in Haiti and highlight the importance of multilateral solutions for strengthening security in Haiti;

PP7. RECOGNIZING the need for coordinated international engagement and the importance of the initiative, “Haitian -led Roadmap for Stability and Peace with Regional and International Support,” presented by the OAS Secretary General;

PP8. RECOGNIZING that the Security Efforts and Comprehensive Unified Response for a Resilient Society in Haiti (SECURE-Haiti) program constitutes a comprehensive technical cooperation platform created by the Secretariat for Multidimensional Security of the OAS, in order to channel in a

ACKNOWLEDGING the mandate entrusted to the GSF [PAN+GUA: by the resolution 2793 (2025) of the Security Council] of the United Nations and its role in combating gangs and strengthening the capacities of Haitian security forces;

PP10. RECOGNIZING FURTHER the contributions of member and partner states to the Gang Suppression Force (GSF), particularly through the provision of funding, personnel, and equipment;

EMPHASIZING the importance of maintaining [PAN+DR: the continu ation of the international efforts in support of security and stabilization in Haiti, including] [URU: to consider] the timely renewal of the GSF mandate [PAN+DR: in accordance with the relevant mandates of the United Nations Security Council];

PP12. RECOGNIZING the constructive role of CARICOM in supporting political dialogue and stabilization efforts in Haiti; and

RESOLVES:

Section A. Security

1. To fully support the deployment and operationalization of the Gang Suppression Force

(GSF), and to welcome the arrival in Haiti of the first contingents as an important step in efforts to restore security and public order.

2. To underscore the essential role played by the GSF in efforts to dismantle criminal networks, restore public order, and create security conditions conducive to the electoral process in

3. To express regional support [PAN: in continuing the international efforts in support of security and stabilization in Haiti, including ] the timely renewal of the mandate of the GSF [PAN: in accordance with the relevant mandates of the United Nations Security Council ,]as the central mechanism for advancing stability.- 44. To recognize the essential role played by the Haitian National Police (PNH), and to express support for the efforts of the Haitian security forces, including the progressive strengthening of the capacities of the Armed Forces of Haiti (FAD’H), in accordance with national and international law.

5. To request that the Inter-American Defense College (IADC) strengthen its cooperation with Haiti, particularly in training for new security specialists.

6. To request that the Inter -American Defense Board (IADB) respond, as soon as possible, to the request of the Haitian authorities for technical support in the preparation or updating of a white paper on national security, aimed at defining a renewed nationa l security doctrine capable of presenting a lasting response to the country’s security challenges.

Section B. Elections and democratic governance

7. To express solidarity with the Haitian people and support for efforts to organize free, credible, and inclusive elections.

8. To encourage member states to provide political support and to request that the relevant OAS bodies provide the necessary technical assistance to effectively support the electoral process.

9. To support the efforts of the Haitian authorities to restore democratic institutions, strengthen the rule of law, and re-establish institutional legitimacy.

Section C. Humanitarian crisis and development

10. To encourage the strengthening of humanitarian assistance for the most vulnerable populations.

13. To emphasize the need for a gradual transition from emergency assistance to sustainable development through a long -term strategy addressing the socioeconomic root causes of violence.

14. To reaffirm that the humanitarian response must be aligned with Haiti’s national priorities.

Section D. General coordination

15. To support the implementation of the Roadmap for Stability and Peace in Haiti as a Haiti-led comprehensive strategic framework.

16. To promote greater coordination between member states, OAS organs, the United Nations, and partners in order to reduce fragmentation, avoid duplication, and improve the overall effectiveness of support for Haiti.

17. To request that the Secretary General facilitate information-sharing, coordination, and integration of efforts, particularly with the GSF and BINUH, in order to ensure the complementarity and effectiveness of international assistance.

18. To establish, on a voluntary basis, the Haiti Security Basket Fund as a coordinated financing mechanism to support implementation of the Roadmap.

19. To invite member states and partners to contribute to the aforesaid Fund.

To authorize the General Secretariat to exempt all contributions to specific funds received for projects directly executed by the General Secretariat in connection with the stabilization and reconstruction of Haiti from the requirement set out in Article 86(n) of the General Standards, that all income from indirect cost recovery (ICR) be assigned to the Indirect Cost Recovery Fund (ICRF),- 6and to instruct the General Secretariat to reallocate such income to a separate special account linked to

Haiti.

22. To support increased mobilization by international financial institutions in favor of long-term socioeconomic development.

Section E. Follow-up

23. To request that the General Secretariat submit written quarterly reports on the implementation of this resolution, including financial monitoring of contributions received, indirect costs collected, and a summary of eligible activities financed through the special account for Haiti, to the Committee on Administrative and Budgetary Affairs.

24. That this resolution be transmitted to the Secretary-General of the United Nations and relevant international partners as an expression of the commitment of the OAS member states to supporting the stabilization and recovery of Haiti.
