DRAFT RESOLUTION

RELEASE OF THE REMAINING CONTINGENCY AMOUNT AUTHORIZED AS A SPECIAL

MEASURE TO SUSTAIN OAS OPERATIONS AND HUMAN RESOURCES

IN RESPONSE TO THE EXECUTIVE ORDER ON THE FOREIGN AID

REALIGNMENT OF THE UNITED STATES

(Prepared by the General Secretariat at the request of the CAAP) THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES, CONSIDERING: That the Executive Order on Reevaluating and Realigning United States Foreign Aid, issued January 20, 2025, led to the suspension of projects financed by U.S. government funds and that, in response thereto, the Permanent Council, through resolution CP/RES. 1277 (2536/25) rev. 1 of March 12, 2025, authorized the General Secretariat to allocate up to USD 4 million from the Indirect Cost Recovery Reserve Subfund (ICRRS) on an exceptional and temporary basis to safeguard the employment of affected human resources; That, through resolution AG/RES.1 (LVIII-E/25) of October 16, 2025, the General Assembly approved the reduction of the amount authorized through resolution CP/RES. 1277 (2536/25) rev. 1 from US$4 million to US$1 million; and That, pursuant to resolution AG/RES.1 (LVIII-E/25), the General Secretariat reassessed the contingency requirement and, based on the most recent financial estimates of the Office of the

Executive Director (CP/CAAP 4188/26), confirmed that the remaining exposure is limited to approximately US$61 thousand, and accordingly recommended the release of the remaining US$1.0 million to the ICRRS,

RESOLVES:

1. To release the remaining balance of US$1 million reserved pursuant to resolution AG/RES.1 (LVIII-E/25) and to restore such funds to the ICRRS.

2. To take note that the reporting requirement established in operative paragraph 4 of resolution CP/RES. 1277 (2536/25) rev. 1 is no longer applicable and shall therefore cease to have effect.2

3. To instruct the General Secretariat to inform the CAAP should, in the future, any new suspensions of U.S.-funded programs, projects, or activities occur as a result of the Executive Order on Reevaluating and Realigning United States Foreign Aid, that may require contingency financing for potential ineligible expenses.
