Excellency: I have the honor to address Your Excellency with reference to the decision adopted by the Permanent Council at its regular meeting of March 4 regarding the new proposed “Mechanism for Systematizing Information under the Inter-American Democratic Charter,” forwarded by the Chair of the Committee on Juridical and Political Affairs and distributed as document CP/doc.6173/26.

In keeping with that decision, and in the exercise of the functions conferred upon the Committee on Administrative and Budgetary Affairs (CAAP) by Article 19 of the Rules of Procedure of the Permanent Council, I am pleased to submit, through you, the aforementioned proposed mechanism for the Committee’s consideration, with a view to an assessment of the budget implications and financial impact that could result from its potential adoption and implementation. I would also like to request that, once the CAAP has concluded this evaluation, the Permanent Council be informed in a timely manner of the results of its discussions and of any recommendations it may deem pertinent.
