COMMITTEE ON ADMINISTRATIVE Original: English AND BUDGETARY AFFAIRS _________________________________________________________________________________ DRAFT RESOLUTION AUTHORIZATION OF AN EXCEPTION TO THE APPLICABLE INDIRECT COST RECOVERY (ICR) RATE FOR A CAF CONTRIBUTION IN SUPPORT OF THE OFFICE OF
NATIONAL IDENTIFICATION OF HAITI
(Agreed upon by the Committee at its meeting held on March 24, 2026, and submitted to the Permanent Council for consideration) THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES, RECALLING resolution AG/RES. 3039 (LV-O/25), “Calling for Concrete Solutions to Be Brought to Bear as a Matter of Urgency to Resolve the Grave Security and Institutional Crisis in Haiti,” which calls for urgent and coordinated international cooperation and the mobilization of resources to support Haitian institutions and address Haiti’s multidimensional crisis; TAKING NOTE that, pursuant to resolution AG/RES. 3039 (LV-O/25), the Secretary General developed, in consultation with the Government of Haiti and relevant international partners, a consolidated Action Plan reflected in the Roadmap for Stability and Peace in Haiti, and that the updated version of this Roadmap was presented to the Permanent Council on November 5, 2025 as a framework to guide coordinated international support and concrete solutions in response to that crisis; BEARING IN MIND that resolution CP/RES. 1204 (2391/22) approved, ad referendum of the General Assembly, modifications to Article 86 of the General Standards to Govern the Operations of the General Secretariat, establishing the framework governing the recovery of indirect costs for projects financed with Specific Funds and Trust Funds, including the application of a fixed indirect cost recovery
(ICR) rate of thirteen percent (13%) for contributions to projects of less than US$50,000, and instructing the General Secretariat to apply an ICR rate of seven percent (7%) to projects and programs financed with specific funds plus Project Support Costs (PSC) whose execution period begins after the entry into force of that resolution; TAKING NOTE of the bilateral meeting held on January 27, 2026, between the Secretary General and the Executive President of CAF, within the framework of the International Economic Forum – Latin America and the Caribbean 2026, which reflected the interest of both institutions to strengthen cooperation in the areas including multidimensional security and democracy;2 TAKING NOTE that CAF has indicated to the General Secretariat that the indirect cost recovery percentage applicable to their grants for technical cooperation cannot exceed five percent (5%) of the direct costs of the corresponding contribution; AND TAKING NOTE, within the framework of the Secretary General’s Roadmap for Stability and Peace in Haiti and in view of the elections scheduled for August 30 and December 6, 2026, the General Secretariat has developed a proposal to extend support to the Office of National Identification of Haiti (ONI) for an additional year, and that, while efforts continue to secure full donor financing for this extension, CAF has agreed to provide a grant to finance a two-month plan to sustain minimal operations of the Universal Civil Identity Program in the Americas (PUICA) in support of ONI; RECOGNIZING the urgent need to mobilize resources to support Haiti in addressing its multidimensional crisis and restore stability and democratic governance, and that the acceptance of the grant offered by CAF in support of Haiti may therefore require flexibility in the application of the ICR rate, consistent with the OAS Charter, the mandates of the General Assembly, and the competencies of the Organization,
RESOLVES:
1. To authorize the General Secretariat, on an exceptional basis, to apply an Indirect Cost Recovery (ICR) rate of five percent (5%) to the grant provided by CAF – Development Bank of Latin America and the Caribbean to finance a two-month plan to sustain minimal operations of PUICA in support of the Office of National Identification of Haiti.
Recovery (ICR) rate of five percent (5%) to the grant provided by CAF – Development Bank of Latin America and the Caribbean to finance a two-month plan to sustain minimal operations of PUICA in support of the Office of National Identification of Haiti. a) All directly attributable, project-specific costs shall be charged to the corresponding project and initiatives for which the funds are contributed; the combination of such charges and the ICR shall remain consistent with applicable donor ceilings. b) To ensure transparency and prevent commingling with resources subject to different ICR rates, the General Secretariat shall establish appropriate project codes and/or sub-accounts for funds covered by this resolution and may, as appropriate, channel the collected ICR into a Haiti-related special account to avoid impact on the Regular Fund. c) This resolution stems from an exceptional and urgent situation and therefore shall not be considered a precedent for future exemptions nor should it be considered in the context of any other funds or programs. d) This resolution shall not modify the Organization’s standard ICR policy beyond the narrow scope described herein.
