METHODOLOGY FOR CONSIDERATION OF THE DRAFT RESOLUTION “PROGRAMBUDGET OF THE ORGANIZATION FOR 2027”
(Adopted by the Committee at its meeting held on 30 April 2026)
The Chair is pleased to present the following methodology for the consideration of the program-budget of the Organization for 2027 in accordance with the mandates listed below:
Article 112 of the Charter of the Organization of American States provides:
The General Secretariat shall also perform the following functions: ... Prepare the proposed program-budget of the Organization on the basis of programs adopted by the Councils, agencies, and entities whose expenses should be included in the program budget and, after consultation with the Councils or their permanent committees, submit to the Preparatory Committee of the General Assembly and then to the Assembly itself;”
In addition, Article 86 of the General Standards establishes:
“The Secretary General shall present the proposed program -budget to the Preparatory Committee and shall send a copy thereof to the Chair of CIDI at least ninety days before the opening date of the General Assembly session.”
In addition the proposal of the Secretary General should fulfill the provisions contained in paragraph 9 of section III. “Provisions of an Administrative and Budgetary Nature, ” of resolution AG/RES. 1 (LVIII-E/25) “Program-Budget of the Organization for 2026 ”; it should also include all statutory increases and comply with all the requirements mandated by the General Standards.

Article 97 of the General Standards reads as follows:
“Participation of dependencies of the General Secretariat in the discussion of the program-budget. To the extent and in the manner determined by the CAAP, the various dependencies of the General Secretariat shall submit any information requested of them.”- 2In accordance with the above, the General Secretariat presented the templates of the areas that were submitted together with the proposed program -budget, document CP/CAAP-4232/26. The Committee may receive presentations from the areas that it deems appropriate.
In accordance with Article 19.b of the Rules of Procedure of the Permanent Council and Article 99 of the General Standards to Govern the Operations of the General Secretariat, the CAAP shall hold as many formal and informal meetings as necessary to carry out the tasks related to the preparation and discussion of the proposed program-budget.
The chair of the CAAP will lead the analysis and discussion of the budget numbers. As in previous years, to contribute to the discussions, delegations will be requested to submit their recommendations to the Chair in writing. Any proposed budget increase f or one area must be accompanied by a corresponding reduction in another area.
Parallel to the review of the numbers contained in the program -budget for 2027, the CAAP will analyze the text of the draft resolution “Program-Budget of the Organization for 2027.”
The following methodology is presented to guide discussions on the text. It builds on experience and practice adopted in previous years that have proven effective and facilitated the preparatory work for the General Assembly:

- The discussions will be conducted in the CAAP by way of informal meetings presided over by the vice chairs and, if necessary, by the chair. Decisions adopted at those informal meetings will be formalized by the CAAP at formal meetings.
- A preliminary draft resolution prepared as a proposal of the chair and vice chairs will be distributed on April 28, 2026, and considered at the first meeting of the CAAP to begin discussion of this topic, which is scheduled for May 12, 2026.
- The aforementioned preliminary draft resolution will consist of six main sections: the preamble and operative sections I, II, III, IV, and V. The latter will include the mandates that remain in force after the resolution expires.
- All delegations are requested to submit any new proposals to be included in the draft resolution by May 5, so that they may be properly considered and discussed.
Delegations are reminded of the mandate management policy adopted by the Permanent Council (CP/doc.6175/26), which includes what characteristics (SMART) a mandate should have, as well as the established procedure for costing new mandates.
- Delegations are urged to hold informal consultations to reach consensus and secure support for new texts, preferably before those paragraphs are considered at meetings of the CAAP.
- During the consideration of the texts, if there are still instructions or mandates pending for which delegations have not received a status report, the chair or vice chairs will endeavor to ensure the relevant areas of the General Secretariat submit report s on the steps taken to fulfill them. This will help delegations decide whether a paragraph or3topic should be retained, and whether a mandate should be renewed, amended, or deleted.

- A tentative schedule is presented below. Dates are subject to change depending on other meetings of the CAAP and its working groups, in order to ensure an efficient use of resources. The proposed dates will be incorporated into the overall schedule of the CAAP and its working groups.
The Chair of the CAAP presents this methodology as a fundamental tool for ensuring order and predictability in the negotiation process and reaffirms its commitment to conclude the work by June 16 with the support of all delegations, so that the draft resolution can be submitted to the General Assembly.- 4MAY
