QUARTERLY REPORT TO THE CAAP ON THE EXECUTION OF TECHNICAL STUDIES,

AUDITS, AND EVALUATIONS, IN ACCORDANCE WITH OPERATIVE

PARAGRAPH II.2 OF RESOLUTION AG/RES. 1 (LVIII-E/25)

II. FOLLOW-UP ON TECHNICAL ASSESSMENTS, AUDITS, AND EV ALUATIONS

1. To instruct the General Secretariat, pursuant to the mandates approved by resolution

AG/RES. 1 (LV-E/24), to:

a. Commence the General Secretariat -wide workforce audit and General Secretariat -wide Workforce Planning (SWP) initiative by April 30, 2026. The CAAP is instructed to consider and approve requisite TORs by December 19, 2025.

Progress Report: Following the approval by the CAAP and subsequent adoption by the Permanent Council, the Department of Human Resources (DHR), in close coordination with the Department of Procurement and Management Oversight (DPMO), has advanced the competitive bidding process through a structured, multi-stage approach, from the finalization of the Terms of Reference to the initiation of the contracting phase.

In this context, we are pleased to inform the Committee that the competitive bidding processes corresponding to the three Terms of Reference will be published shortly by DPMO on the Organization’s procurement platform, in accordance with established procedures.

The Executive Office reaffirms the OED’s commitment to implementing these mandates with diligence, transparency, and full adherence to the provisions established by the Member States, as well as to the applicable procurement policies and regulatory framework. c. Hire a qualified external consultant to conduct a comprehensive assessment of the Organization’s Enterprise Resource Planning (ERP) system and OASCORE, with the objective of providing a roadmap to full implementation, by no later than the end of the first quarter of 2027.

Progress Report: The General Secretariat has advanced the necessary actions for the recruitment of an external consultant, who will be responsible for supporting the project and presenting an action plan toward full implementation no later than the end of the first quarte r of 2027.

In this context, the OASCORE quarterly report will be presented to the CAAP on May 12, outlining the progress achieved across the different program areas, including developments in functional modules and associated institutional processes. Additionally, during the same session, the current status of the vendor evaluation process will be presented. This process aims to identify the most suitable provider to carry out the-2assessment phase. This phase will allow for a more precise definition of the implementation approach, as well as the consolidation of the action plan required for the full execution of the program. These efforts are intended to ensure that the process is carried out with strong technical rigor, transparency, and the efficient use of resources, in line with the expectations of the Member States.
