NOTE FROM THE CHAIR OF THE COMMITTEE ON ADMINISTRATIVE AND
BUDGETARY AFFAIRS TO THE CHAIR OF THE PERMANENT COUNCIL
TRANSMITTING THE DECISION OF THE COMMITTEE TO RECOMMEND
HIS GOOD OFFICES IN REQUESTING AN EXPLANATION FROM THE
SECRETARY GENERAL OF THE REASONS FOR THE DELAY IN THE
PROCESS OF SELLING REAL PROPERTY ASSETSCAAP/02/2026
February 5, 2026 His Excellency Ambassador Luis Ernesto Vargas Ambassador, Permanent Representative of Colombia Chair of the Permanent Council Washington, D.C.
Excellency: I have the honor to address You Excellency in reference to the mandate from the General Assembly contained in operative paragraph 10 of section III of the Program-Budget of the Organization for 2026, regarding the Comprehensive Real Assets Strategy, in particular subparagraph d thereof, which provides for the continuation of the process of selling the properties at 2944 University Terrace,
N.W., Washington, D.C. 20016 and 2600 16th Street, N.W., Washington, D.C. 20441 (Casa del Soldado). At the meeting of the Committee on Administrative and Budgetary Affairs (CAAP) of February 3, 2026, several delegations expressed concern that the process of selling the property located in University Terrace (former residence of the Secretary General) has not yet been completed, given the information available on the existence since last year of offers for its purchase. In view of the above,
the CAAP has decided to respectfully recommend that the Chair of the Permanent Council use his good offices to request from the Secretary General an explanation of the reasons for the delay, as well as clarification of the current status and the planned course of action to complete the sale of the aforementioned properties, in accordance with the mandate from the General Assembly. In that regard, I have the honor of relaying that recommendation of the CAAP to you and thank you in advance for your kind attention to this matter. Please accept, Excellency, the renewed assurance of my highest consideration. Ambassador Benoni Belli Permanent Representative of Brazil Chair of the Committee on Administrative and Budgetary Affairs
