POLITICAL AFFAIRS FOR THE 2025–2026 TERM

(Proposal presented by Ambassador Edison Lanza, Chair of the CAJP and Permanent Representative of Uruguay to the OAS, for the consideration of the delegations)

I. Installation and officers The Permanent Council installed the Committee on Juridical and Political Affairs (CAJP) for the 2025–2026 term at its regular meeting of July 23, 2025.

Subsequently, on August 20, 2025, the Permanent Council elected Ambassador Edison Lanza, Permanent Representative of Uruguay to the OAS, as Chair of the CAJP, in accordance with Article

28 of the Rules of Procedure of the Permanent Council. Elections to appoint the vice chairs of the CAJP for the 2025–2026 term were held at the regular meeting of the Committee of September 25, 2025, at which Councilor Pedro Aurélio Andrade, Alternate Representative of Brazil to the OAS, was elected as First Vice Chair, and Councilor Carla Rivera, Alternate Representative of El Salvador to the OAS, was elected as Second Vice Chair.

II. Mandates Pursuant to Articles 17 and 18 of the Rules of Procedure of the Permanent Council, the CAJP has the following functions: Article 17. It shall be the duty of the Committee on Juridical and Political Affairs to study topics of this nature entrusted to it by the Permanent Council.

Article 18. The Committee on Juridical and Political Affairs shall consider the reports of the Inter-American Juridical Committee, the Inter-American Commission on Human Rights, and the Inter-American Court of Human Rights referred to in Article 91.f of the Charter. It shall also submit their reports, with observations, recommendations, and accompanying draft resolutions, to the Permanent Council. Furthermore, in keeping with Article 30 of the Rules of Procedure of the Permanent Council, at its regular meeting of July 23, 2025, the Permanent Council adopted the “Distribution of Mandates from the Fifty-fifth Regular Session of the General Assembly and Other Previous Sessions” (document CP/doc. 6139/25 rev. 1 ) and instructed the CAJP to follow up on the mandates contained in that document during the 2025–2026 term. The CAJP adopted this work plan and schedule of meetings for the 2025-2026 term (CP/CAJP3863/25 rev. 1) at its regular meeting of September 25, 2025.- 2III. Management Tools In order to facilitate the Committee’s work during the 2025–2026 term, the Chair proposes the following management tools as an integral part of the work plan:  Work plan: Topics and mandates from the fifty-fifth regular session of the General Assembly and other previous sessions to be considered by the CAJP, if there are mandates pending fulfillment.  Schedule of meetings of the CAJP for the 2025–2026 term The schedule of meetings (Annex IV) details the topics to be covered at each scheduled meeting and is the result of consultations with member state delegations and the organs, agencies, and entities of the OAS, as well as technical areas of the General Secretariat that report to the CAJP. The draft orders of business for each meeting shall be prepared by the Chair, who shall take into account the mandates assigned to the CAJP and, as appropriate, suggestions made by the delegations and those that report to the CAJP, while striving at all times to make the best possible use of the available resources and time.

IV. Special events The CAJP has received no mandates to organize special events prior to the fifty-sixth regular session of the OAS General Assembly.

V. Reports arising from General Assembly mandates and documents submitted by OAS bodies During the current term, the CAJP expects to receive five (5) thematic reports derived from mandates issued by the General Assembly and documents on three (3) topics, submitted by the InterAmerican Juridical Committee through the Department of International Law. Consolidated information regarding each report can be found in Annex III.

The Chair will schedule the consideration of those reports and documents, provided that they have been received and distributed at least eight days in advance of the meeting for which their presentation has been scheduled. Budget for the 2025–2026 term The General Assembly, through resolution AG/RES. 1 (LV-E/24), “Program-budget of the Organization for 2025,” approved a budget of US$101,600 to fund the meetings of the CAJP to be held in the 2025 calendar year.

As of the beginning of the 2025–2026 term (September 2025), the CAJP had executed US$47,926 of the budget allocated for 2025.1 / The General Assembly, at its special session scheduled for October 2025, is expected to approve the budget to fund the CAJP meetings scheduled for 2026.

Detailed information on the expenses incurred by the Committee is managed by the Department of Conferences and Meetings Management, the area of the Office of the Assistant Secretary General in charge of contracting and paying for logistical support services for the Permanent Council and its permanent committees. The chair has no say in the administration of the funds allocated to the Committee.

XI. Scope This work plan and schedule of meetings will serve as a general framework for the work of the CAJP during the 2025–2026 term. Its text is not final, so any amendments and updates that the Chair and delegations may consider necessary may be incorporated in order to fulfill the assigned tasks.

The Chair appreciates any suggestions from member states and thanks the delegations and those who report to the CAJP in advance for their support in discharging the responsibilities assigned to the Committee by the General Assembly and the Permanent Council. 6. To invite the Voluntary Follow-up Group of the Inter-American Democratic Charter to submit to the CAJP proposals to strengthen democracy in the hemisphere, in line with the OAS Charter and the Inter-American Democratic Charter, which should be reviewed by the Permanent Council and submitted for consideration by the fifty-fifth session of the General Assembly.

To instruct the General Secretariat to present, for the review of the CAJP and for further consideration and approval by the member states through the Permanent Council, a proposal for a mechanism that integrates and systematizes the qualitative and quantitative information of relevant actions, programs, and activities carried out by the Organization related to the six chapters of the InterAmerican Democratic Charter, using existing resources and voluntary contributions, in order to enable the member states to examine and evaluate these actions, as well as to consult and cooperate on an ongoing basis on shared priorities.

1. International legal framework for arms and ammunition manufacturing, distribution, and marketing companies

1. To request the Department of International Law to promote as widely as possible the dissemination and consideration of the relationship between international humanitarian law and the

impact of illicit trafficking and diversion of firearms and ammunition on the increase in violence during armed conflicts as well as the contribution of arms distribution and trading companies to those phenomena, in collaboration with international law institutions, universities, and specialized institutions; and to report to the CAJP on the results of those activities.

REAFFIRMATION OF MANDATES AND ESTABLISHMENT

OF A MANDATE MANAGEMENT MECHANISM

RESOLVES:

1. To ratify the decision adopted by the Permanent Council and CIDI to present for consideration at this session of the General Assembly only: (a) those draft resolutions deemed essential for institutional continuity; (b) draft resolutions that the new administration requires in order to implement its work plan; (c) independent draft resolutions; (d) draft resolutions approving conventions, plans of action, or declarations already negotiated and closed; and (e) draft resolutions dealing with recommendations issued at high-level meetings that require discussion by the General Assembly.

2. To instruct the General Secretariat to develop and implement, given the progress already achieved, a Mandate Management Policy that includes, at a minimum:

a. A process for regularly reviewing mandates to determine feasibility, effectiveness, and financial sustainability; b. Clear criteria for mandate prioritization, consolidation, or elimination based on their strategic value and availability of resources; c. A reporting framework that links mandate execution to financial and operational considerations, including regular updates to the Permanent Council and the General Assembly; d. Standardized procedures requiring that all new and existing mandates include:

1. Identification of funding source(s), whether from the program-budget

or from confirmed external contributions; ii. A defined timeline for execution, with key deliverables and milestones; iii. Where appropriate, the inclusion of sunset clauses that establish a predefined end date or review point to assess the continued relevance, resourcing, and performance of the mandate, with a view to renewal, modification, or termination.

3. To establish a Mandate Management Mechanism to be operated by the General Secretariat and supervised by the Permanent Council. This mechanism will report periodically to the Permanent Council committees and CIDI in line with their respective competencies; it will be based on the relevant regulatory instruments adopted by the General Assembly from 2020 onward and will include the following in a systematic and effective manner:

a. A periodic review process to determine the viability, effectiveness, and financial sustainability of mandates;- 9b. The mandate classification criteria; c. The use of the costing template for new mandates and criteria for its use; and d. Implementation of the mandate prioritization methodology.

4. To instruct the Permanent Council, CIDI, the General Secretariat, and the other organs identified in Article 53 of the Charter to continue pursuing implementation of the current mandates, unless a particular resolution states otherwise or the mandates have been fulfilled. The texts of resolutions adopted by the General Assembly at previous sessions shall remain fully in effect.

5. To request the Permanent Council and CIDI to submit annual reports to the General Assembly on the status of mandate execution, including financial impact assessments and evaluation of the performance and effectiveness of the activities undertaken, as well as recommendations for mandate adjustments as necessary.

6. To reaffirm that the execution of activities under existing mandates shall be subject to financial viability, and to instruct the General Secretariat to prioritize the allocation of resources to the existing mandates that align with institutional priorities, regional balance, and development goals, as well as the promotion and protection of human rights. The General Secretariat shall regularly consult with all member states to ensure that strategic and budgetary decisions reflect their diverse priorities.

7. To authorize the Permanent Council and CIDI, within the framework of their respective functions, to convene the high-level meetings and forums envisaged in conventions and other international instruments currently in force, as well as in resolutions adopted by the General Assembly.- 10ANNEX III.
