COMMITTEE ON JURIDICAL AND POLITICAL AFFAIRS Original: Spanish Summary of the regular meeting of the CAJP held on November 20, 2025 1 / This regular meeting of the CAJP, held in the Simón Bolívar Room, was presided over by Ambassador Edison Lanza, Permanent Representative of Uruguay, in his capacity as Chair of the CAJP. The meeting was called to order at 2:30 p.m. The statutory quorum was established with the presence of representatives of Argentina, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Mexico, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, United States, and Uruguay. Besides those individuals included on the order of business for this meeting, also present in the room were the Permanent Observer of Norway; the Chief of Staff to the Assistant Secretary General, Ms. Gloria Uribe; and, representing the Department of International Law, Acting Director Dr. Luis Toro and Senior Legal Officer Dr. Jaime Moreno-Valle. 1. Consideration and adoption of the order of business of the meeting (CP/CAJP-3876/25) The order of business was adopted as submitted. 2. 2:30 to 4:00 p.m. - Commemoration of “International Day to End Impunity for Crimes against

Journalists” Immediately preceding this meeting, a ceremony was held outside the OAS headquarters in Washington, D.C., to mark “International Day to End Impunity for Crimes against Journalists.” In 2023, as part of the commemoration of the 25th anniversary of the IACHR Special Rapporteurship for Freedom of Expression, a monument was unveiled in tribute to journalists assassinated in the Americas. 13. Honduras At the end of the commemoration of International Day to End Impunity for Crimes against Journalists, the Committee took note of the presentations given by the panelists and special guests. It also took note of the statements made by member states.

Documents received from the CJI on the topic “Exceptionality in the use of force in the interAmerican context” were distributed in preparation for the meeting: Resolution CJI/RES. 297 (CVIO/25) and Fourth Report CJI/doc.744/25 rev. 1. To begin consideration of this topic, the CAJP heard a presentation on the report approved by the Inter-American Juridical Committee at its 107th regular session, given by Dr. Luis Alfonso García Corrochano-Moyano, Inter-American Juridical Committee member and the CJI Rapporteur for this topic. Next, the following delegations took the floor:

Peru Upon concluding its consideration of the Report and Resolution on the topic “Exceptionality in the use of force in the inter-American context,” the CAJP decided to take note of both the presentation by Dr. Luis Alfonso García Corrochano-Moyano, member of the Inter-American Juridical Committee, and of the member states’ comments.

4. Consideration of the “List of current mandates assigned to the CAJP by the General Assembly

Peru: This delegation recalled both the General Assembly’s mandate for the Permanent Council to commemorate World Rare Disease Day annually 2 / and the mandate for the CAJP to take the necessary steps to disseminate the information provided by the states regarding the measures related to the provisions of resolution AG/RES. 2134

AG/RES. 3028 (LIV-O/24) “PROMOTION AND PROTECTION OF HUMAN RIGHTS,” section v. “Human rights and people living with a rare disease and their families,” operative paragraph 1.4 (XXXV-O/05), “Persons who have disappeared and assistance to members of their families,” and subsequent General Assembly resolutions on this subject. 3 / The CAJP Chair said he would discuss with the Peruvian delegation how to comply with this latest mandate.

2. Costa Rica: This delegation recalled the importance of separating the issue of international law from the democracy pillar. Mr. del Castillo pointed out that such a move was related to the release of the Secretary General's Strategic Plan in 2026.

Having heard Mr. del Castillo's presentation, the Committee approved the proposal of the Office of the Executive Director concerning mandates for the CAJP (see the Excel table contained in document CP/CAJP-3865/25 rev.2 Table in Spanish - Table in English). Once the Secretariat's proposal was approved, the CAJP Chair instructed Mr. del Castillo and his team to update the information on the CAJP mandates in the ( Mandate Management System

(SIGMA)).

The Chair further noted that the CAJP was awaiting a report from the Office of the Executive Director regarding the next stage – that is, the review of the CAJP's current mandates from previous years, but this time in accordance with the recently approved resolution of the Special General Assembly, AG/RES.1 (LVIII-E/25) “Program-budget of the Organization for 2026.” As Mr. del Castillo told the October 23 meeting, it will be up to the CAJP to review previous mandates to determine which ones do not comply with the new definition of mandate approved by the

The CAJP must also examine the reasons for which resolutions not meeting the definition of mandates have not been implemented, so that this Committee can decide on the course of action to be taken.
