COMMITTEE ON JURIDICAL AND POLITICAL AFFAIRS Original: Spanish Summary of the regular meeting of February 12, 20261 The regular meeting of the Committee on Juridical and Political Affairs (CAJP) was held in the Simón Bolívar Room and presided over by Ambassador Edison Lanza, Permanent Representative of Uruguay to the OAS, in his capacity as Chair of the CAJP. The meeting was called to order at 2:37 p.m. A quorum was established with the presence of representatives of Argentina, Bahamas, Barbados, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, United States, and Uruguay. In addition to the persons mentioned in the order of business, also present at the dais were the Secretary for Strengthening Democracy, Ambassador Sebastian Kraljevich; the Chief of Staff of the Assistant Secretary General, Ms. Gloria Uribe; and the Acting Director of the Department of International Law, Dr. Luis Toro. 1. Consideration and adoption of the order of business (CP/CAJP-3883/26 rev. 3) The order of business was adopted without amendment.

2. Consideration of the draft General Assembly resolution “Installation of the Credentials Committee of the Organization of American States” (submitted by the Chair of the CAJP)

(CP/CAJP-3878/26 rev. 1) Consideration of this agenda item began with an introduction by the chair of the CAJP, who reminded the delegations that the draft resolution had been distributed on December 3, 2025, and then presented by him at the Committee’s regular meeting of December 11, 2025, when member states submitted preliminary comments and January 16, 2026, was set as the deadline to submit additional comments. Subsequently, at the CAJP meeting of January 29, 2026, the deadline for submitting comments was extended until February 5, with a view to considering and reaching agreement on it in the CAJP at its meetings of February 12 and 26.

Summaries of CAJP meetings, classified by year, are available in all four languages at the following web page: OAS>>>Summary of Meetings2 The Chair mentioned that the new version of the draft resolution (CP/CAJP-3878/25 rev. 1) was the result of the consultations conducted and reflected the comments made in the room and the proposals submitted by member states as of February 5. For the negotiation stage of the draft, the Chair invited the delegations to review the text in light of resolution AG/RES. 3040 (LV-O-25), which had established the Credentials Committee, in order to ensure that the CAJP agreed on a draft resolution consistent with the mandates set forth therein. The Chair stated that his objective was, once the negotiations had concluded, to submit the draft resolution to the Permanent Council in compliance with the request duly made by the Chair of the Permanent Council, so that it could proceed accordingly. The Chair of the Committee then opened the document for consideration by the delegations, paragraph by paragraph, indicating that the text could be viewed on screen in Spanish and English. 8. Uruguay Further to the requests of delegations, the Committee decided to convene an informal meeting to negotiate the draft resolution at the earliest opportunity. The meeting was called for the afternoon of Tuesday, February 24, in the Dr. José Gustavo Guerrero Room (CP/CAJP-3887/26 rev. 1).

3. Presentation of a general activity report by the Department of Access to Rights in follow-up to mandates contained in resolutions adopted by the General Assembly on promotion and protection of human rights (CP/CAJP-3885/26)  Consideration of this topic began with a general presentation on the Department of Access to Rights (DAR) by its Director, Betilde Muñoz Pogossian (Text read – Full presentation)  Specialists from the Department of Access to Rights and invited experts then delivered presentations on each of the topics covered in the report:

7. Brazil Upon concluding its consideration of the eighth topic, the Committee took note of the presentation by the Chair and governmental expert of Paraguay on the WGPSS, as well as the statements by member states.

The general closing remarks on this agenda item were delivered by the Secretary for Strengthening Democracy (SSD), Ambassador Sebastián Kraljevich, who commended the work of the DAR and the invited experts, and underscored the link between the work of the DAR and democracy, in accordance with the Inter-American Democratic Charter. The Secretary added that it was because of this link that the member states had decided to place the Department under the operational framework of the SSD. He said that the challenge ahead was to make these exchanges more efficient so that the discussions held in this forum would be subject to follow-up, carried out in a systematic manner, avoided duplication, and ensured coherence on the issues addressed. Lastly, he thanked the member states for their efforts in proposing topics and mandates to the General Assembly concerning the work of the DAR.

4. Other business In conclusion, the Chair invited all those who had taken the floor to submit the texts of their presentations or statements to the secretary of the CAJP ( aaristizabal@oas.org) for inclusion in the summary of the meeting.
