COMMITTEE ON JURIDICAL AND POLITICAL AFFAIRS Original: Spanish Summary of the regular meeting of the CAJP held on May 7, 20261/ The regular meeting of the Committee on Juridical and Political Affairs (CAJP) was held in the Simón Bolívar Room and presided over by Edison Lanza, Permanent Representative of Uruguay to the OAS, in his capacity as Chair of the CAJP. The meeting was called to order at 2:59 p.m. A quorum was established with the presence of representatives of Antigua and Barbuda, Argentina, Belize, Brazil, Canada, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Haiti, Honduras, Mexico, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, United States, and Uruguay. 1. Consideration and adoption of the order of business (CP/CAJP-3896/26 rev. 1) The order of business was adopted without amendment.

2. Results of the Exercise of Debugging of Mandates Assigned to the CAJP (CP/CAJP-3894/26 rev. 1) Consideration of this item began with a presentation of the document “Results of the Exercise of Debugging of Mandates Assigned to the CAJP” (CP/CAJP 3894/26 rev. 1) by Mr. Luis Alberto del Castillo from the Office of the Executive Director, who highlighte d the detailed list of mandates, of Debugging of Mandates Assigned to the CAJP” (CP/CAJP 3894/26 rev. 1) by Mr. Luis Alberto del Castillo from the Office of the Executive Director, who highlighte d the detailed list of mandates, together with a proposed course of action from the General Secretariat for each mandate included in the Excel table (Analysis of the current mandates of the CAJP).

Mr. del Castillo recalled that the classification of the mandates listed in the Excel table had been consulted with each of the OAS units responsible for follow-up on the respective issues. The Chair then offered the floor to the member states and invited them to indicate, where possible, whether they validated the contents of the Excel table or wished to propose modifications.

5. United States Upon concluding discussion of this item—and noting that review of the Excel table containing the current mandates of the CAJP remained ongoing —the Committee decided to request that delegations submit written comments directly to Mr. Luis Alberto del Castillo

(ldelcastillo@oas.org) no later than Thursday, May 14. Following the deadline, a revised version of the Analysis of the Current Mandates of the CAJP would be distributed in preparation for the regular meeting of the Committee on May 21. At that time, the Committee was expected to conclude its consideration of the matter by approving the Analysis. This approval would allow the document to proceed to the CAAP and the Permanent Council, before its final submission to the fifty -sixth regular session of the General Assembly in Panama, thereby fulfilling the explicit mandates of the General Assembly on the matter.

"Promotion and protection of human rights online," operative paragraph 13, “studies on parameters for the legal, necessary, an d proportional use of cyber surveillance in the Americas” The mandate contained in section xviii, “Promotion and Protection of Human Rights Online,” operative paragraph 13, of resolution AG/RES. 3028 (LIV-O/24), “Promotion and Protection of Human

Rights,” reads as follows:

To recommend, resources permitting, that the Office of the Special Rapporteur on Freedom of Expression advance – in coordination with the Inter-American Juridical Committee and other relevant organs of the Organization – studies on the impact of advancemen ts in generative artificial intelligence (AI) on human rights, as well as parameters for the legal, necessary, and proportional use of cyber vigilance in the Americas. Consideration of this item began with a presentation by Dr. Pedro Vaca, Special Rapporteur for Freedom of Expression of the Inter -American Commission on Human Rights, of the report “ The Impact of Digital Survaillance on Freedom of Expression in the Americas” Then, the following delegations addressed the meeting:

The report on the activities of the Committee, to be submitted by the Chair at the conclusion of the 2025 –2026 term (and expected to form an integral part of the annual report of the Permanent Council to the General Assembly), would expressly record the progress achieved in that regard.

4. Report of the Open-ended Informal Working Group under the CAJP to Promote Negotiations on Proposed Language for a Future Inter -American Declaration on the Rights of Persons and Peoples of African Descent: “Draft Inter -American Declaration on the Rights of Persons and

Peoples of African Descent” To initiate consideration of the topic, presentations regarding the progress achieved to date by the Informal Working Group were delivered by its co-coordinating delegations, Colombia and Brazil. Then, the following delegations addressed the meeting:

5. Other business • The Department of International Law distributed printed copies of the 2025 Annual Report of the Inter -American Juridical Committee to the General Assembly at its Fifty -sixth Regular Session to the delegations: CP/doc.6178/26. • In conclusion, the Chair invited all those who had taken the floor at the meeting to send the texts of their presentations or statements to the secretary of the CAJP
