PROPOSAL

TO CREATE THE WORKING GROUP TO EXAMINE

THE “OAS STRATEGIC PLAN FOR 2026-2030”

(Document presented by the Chair of the General Committee)

I. BACKGROUND

The Permanent Council, at its regular session on April 22, 2026, and in accordance with the recommendation of the Committee on Administrative and Budgetary Affairs (CAAP), agreed to refer the “OAS Strategic Plan for 2026 –2030” to the General Committee. The objective of this mandate is to conduct a comprehensive review to produce a revised version in the second half of 2026, incorporating the contributions of the Inter-American Council for Integral Development (CIDI).

II. PROPOSAL

Following a decision of the General Committee at its meeting on April 29, 2026, this Chair submits for the consideration of the Permanent Council the creation of a General Committee Working Group, in accordance with the provisions of Article 13 of the Rules of Procedure. The specific mandate of this group will be to review and negotiate the “OAS Strategic Plan for 2026–2030.”

III. GUIDING PRINCIPLES AND RATIONALE

This proposal is based on two fundamental pillars that ensure the success of the mandate entrusted by the Permanent Council:

1. Continuity of the negotiation

The Chair of the General Committee follows the Permanent Council’s quarterly rotation system. For this year, the rotation schedule is as follows:

• Second quarter: Costa Rica • Third quarter: Dominica • Fourth quarter: Ecuador (scheduled deadline for completing the review, in accordance with the agreement of the Permanent Council and CIDI (document CP/doc.6185/26 rev. 3)- 2 -

Having a single Chair, not subject to the General Committee’s quarterly rotation, will ensure that the momentum of the progress achieved is not lost and will prevent changes in administration from affecting the pace of the negotiations.

2. Efficiency in the use of resources and austerity

According to data from the Secretariat, the total amount of resources allocated for the operation of the General Committee amounts to USD 20,000 for the entire year.

• Cost reduction: While the Permanent Committees must conduct sessions in all four official languages, Working Groups can operate in two languages. This reduces the operational cost of interpretation and translation by 50% for each meeting.

• Methodological flexibility: This approach would facilitate progress through meetings dedicated exclusively to addressing the issue, allowing for the achievement of consensus in a more technical and agile manner without prematurely exhausting the Committee’s funds.

IV. PRECEDENTS

For austerity reasons, this working method has been successfully implemented in other permanent committees, and has proved to be an effective approach for member states. Notable examples include:

• Open-ended Informal Working Group, within the framework of the Committee on Juridical and Political Affairs (CAJP) , to promote negotiations on a draft text for a future InterAmerican Declaration on the Rights of People of African Descent.

• Working Group tasked with reviewing the proposed guidelines for the participation of civil society organizations in OAS activities , within the framework of the Committee on the Management of Inter-American Summits and Civil Society Participation in OAS Activities

(CISC).

V. RECOMMENDATION

In light of the foregoing, the General Committee recommends that the Permanent Council

In light of the foregoing, the General Committee recommends that the Permanent Council authorize the creation of this Working Group to ensure a responsible, pragmatic, and efficient review of the “OAS Strategic Plan for 2026 –2030,” utilizing already valida ted institutional mechanisms to produce a final document within the established timeframe.

Subject to the approval of the Permanent Council, this Chair would convene the first meeting of the Working Group, whose first agenda item will be the election of its Chair.

Once elected, the Chair will present to the member states a comprehensive work proposal that would include, among other aspects:- 31. Schedule of meetings: A calendar outlining the meetings needed to ensure that the final document is delivered before the end of the second half of 2026.

2. Working procedure: A structured review process that allows for an in -depth technical analysis of each area of the Plan.

3. Mechanism for coordination with CIDI : A framework for joint work to effectively incorporate CIDI’s contributions.

4. Resource optimization: Establishing the way meetings will be held, strictly in accordance with budgetary restrictions.

All these safeguards will ensure that the Working Group will have the necessary roadmap to fulfill the mandate entrusted to it.
