ACTIVITIES FOR THE 2025-2026 TERM

I. INTRODUCTION On July 23, 2025, as established in Article 28 of its Rules of Procedure, the Permanent Council installed the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities (CISC) for the 2025-2026 term. This draft work plan organizes the work to be carried out by the CISC in such a way as to conclude its activities before the fifty-sixth regular session of the General Assembly. It should be borne in mind that the Committee may consider additional topics, in accordance with the provisions of Article 22 of the Rules of Procedure of the

Permanent Council. Under Article 22 of the Rules of Procedure of the Permanent Council, the CISC has the following functions: (a) With respect to the Summits process:

  1. To coordinate OAS activities in support of the Summits of the Americas process; ii. To coordinate follow-up and implementation activities relating to mandates assigned to the Organization by the Summits; iii. To request and receive contributions from civil society, relating to its participation in the Summit process, for consideration by the Summit Implementation Review Group (SIRG); iv. To study topics relating to the Summit process that are assigned to it by the Council or the General Assembly and to make recommendations thereon to

the Permanent Council;

  1. To consider the reports prepared by the Executive Secretariat for the Summit Process and the technical dependency responsible for ministerial meetings and other sectoral meetings linked to the Summit process.

(b) With respect to civil society participation in OAS activities:

  1. To implement the Guidelines for the Participation of Civil Society Organizations in OAS Activities and to present to the Permanent Council such amendments as the Committee deems pertinent; ii. To design, implement, and evaluate the necessary strategies to increase and facilitate civil society participation in OAS activities;- 2iii. To promote the strengthening of relations established between civil society organizations and the bodies and dependencies of the OAS within the scope of the functions conferred upon the Permanent Council by the OAS Charter; iv. To study matters relating to civil society participation in OAS activities that are presented to it by civil society organizations or entrusted to it by the Permanent Council or the General Assembly and to make recommendations thereon to the Permanent Council;
  2. To analyze and transmit to the Permanent Council applications presented by civil society organizations to the secretary general to participate in OAS activities.

II. Officers By virtue of Article 21 of the Rules of Procedure of the Permanent Council, “[t]he

representative of the member state presiding over the Summit process shall serve as chair of the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities. If the member state chairing the committee so requests, its term shall be renewed to ensure follow-up and fulfillment of the Committee’s coordination functions and of the mandates issued by the Permanent Council in the period concerned.” The member state currently presiding over the Summits process (Tenth Summit of the Americas) is the Dominican Republic, therefore its Permanent Representative to the OAS, Ambassador Mayerlyn Cordero Díaz, will chair the CISC. In keeping with established practice, on October 28, 2025, the Committee elected the delegation of the host country of the immediately preceding Summit of the Americas—the delegation of the United States—as Vice Chair.

III. Mandates assigned to the CISC for the 2025-2026 term On July 23, 2025, pursuant to Article 30 of its Rules of Procedure, the Permanent Council approved the “Distribution of Mandates from Fifty-fifth Regular Session of the General Assembly and Other Previous Sessions” ( CP/doc.6139/25 rev. 1 ) and instructed the CISC to follow up on the mandates contained in the following resolutions during the 2025-2026 term.  AG/RES. 3026 (LIV-O/24) “Increasing and Strengthening the Participation of Civil Society and Social Actors in the Activities of the Organization of American States and in the Summits of the Americas Process” (except operative paragraph 4)  AG/RES. 3027 (LIV-O/24) “Support for and Follow-up to the Summits of the Americas Process”- 3IV. Activities The Chair, in accordance with the attached calendar, proposes to schedule four (4) regular

meetings of the Committee; one special meeting for dialogue on strengthening the participation of civil society, in preparation for the fifty-sixth regular session of the OAS General Assembly; and five (5) meetings of the Working Group to Review the Guidelines. The Working Group was established at the first meeting of the Committee, in accordance with the course of action agreed upon by the Committee —contained in document CP/CISC-1203/25 rev. 1—and with paragraph 13 of the Rules of Procedure of the Permanent Council.
