TO BE REGISTERED WITH THE OAS This document was prepared by the Department of International Affairs, Secretariat for External Relations to provide information to the Member States of the Organization of American States (OAS) on the civil society organization (CSO) Campaña Global por la Libertad de Expresión A19 A.C. (Article 19 MX-CA). The information contained in this report is in response to resolution CP/RES. 759 (1217/99) “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation presented by Article 19 MX-CA in accordance with the aforementioned Guidelines.

1. Background Article 19 MX-CA is a non-profit social organization, incorporated on May 2, 2008, in Mexico City, Mexico. Its mission is to promote and defend the progressive advancement of the rights of freedom of expression and access to information for all people, in accordance with international human rights standards; likewise, to contribute to the strengthening of democracy by facilitating the

incorporation of civil society in decision-making. Article 19 MX-CA focuses on the protection of journalists and human rights defenders, especially in contexts of violence and censorship. It has experience in strategic litigation, victim accompaniment, alert generation and data contribution, legal analysis, and production of reports for the formulation of public policies. Article 19 MX-CA obtains funding through contributions from founders, as well as grants, legacies, inheritances, donations, and voluntary contributions. Article 19 MX-CA submitted its request to the OAS on June 2, 2025.

Primary areas of activity and contributions that could be of interest to the OAS Article 19 MX-CA is primarily dedicated to the search, reception, and dissemination of information in a safe, equal, and exclusive manner for all people. To this end, it has four standing programs; (a) Protection and defense; (b) Truth and memory program; (c) Digital rights; and (d) Central America and the Caribbean Program. It also carries out special projects to promote the right of access to information through accountability and transparency, such as the citizen observatory “Public

Designations” or the “Archives of Repression” project. The Foundation believes that its experience in working on the promotion and protection of the rights of expression and information can be of great use to the OAS.

4. Identification of OAS work areas Article 19 MX-CA proposes to collaborate with the OAS in the following areas: Working with the Inter-American Commission on Human Rights, especially the Office of the Special Rapporteur for Freedom of Expression, to work on cooperation, collaboration, and assistance to journalists and human rights defenders; Collaborating with the Secretariat for Strengthening Democracy, providing inputs and promoting actions to promote and protect citizen participation and combat disinformation; Monitoring the implementation of the mandates of the Summits of the Americas and resolutions of the General Assembly and the Permanent Council of the OAS; Encouraging the participation of civil society in the activities organized by the OAS and the registration of civil society organizations from those countries in the OAS registry.
