APPLICATION FOR REGISTRATION PRESENTED PURSUANT TO ITEM 6 OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Centro de Regularización, Educación y Apoyo Integral CREA, Asociación Civil]ANALYSIS OF THE REQUEST BY CENTRO DE REGULARIZACIÓN, EDUCACIÓN Y APOYO INTEGRAL CREA, ASOCIACIÓN CIVIL TO BE REGISTERED IN THE OAS This document was prepared by the Department of International Affairs, Secretariat for External Relations to provide information to the member states of the Organization of American States (OAS) on the civil society organization (CSO) Centro de Regularización, Educación y Apoyo Integral, Asociación Civil (CREA A.C). The information contained in this report is in response to resolution CP/RES. 759 (1217/99) “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation presented by CREA A.C. in accordance with the aforementioned Guidelines.

1. Background CREA A.C. is a non-profit organization, incorporated in Puebla, Mexico, on March 19, 2024.

Its mission is to promote integral human development through educational, training, and social programs that guarantee equitable access to learning, foster a culture of peace, promote substantive equality and strengthen the individual and collective capacities of children, adolescents, young people, women and vulnerable communities, thus contributing to the construction of more just, inclusive and

resilient societies. CREA A.C. seeks to guarantee effective access to a comprehensive and meaningful education, while promoting the culture of peace, the prevention of violence and the strengthening of the social fabric. Its programs include educational regularization, citizenship, labor, and socioemotional training with a focus on gender and human rights, as well as psychosocial support spaces, linking with intersectoral collaboration networks. CREA A.C. is financed through donations and private contributions, public funds, collaboration agreements with companies, recovery fees for educational services and sale of teaching materials, and international and cooperation support. CREA A.C. submitted its request to the OAS on June 27, 2025.

3. Primary areas of activity and contributions that could be of interest to the OAS CREA A.C. considers that its work is aligned with that of the OAS, especially in the areas of education, equal opportunities, and promotion of a democratic culture and peace. It also carries out activities in the areas of academic regularization, socioemotional training, promotion of human rights, prevention of violence, certification of labor skills, and generation of intersectoral collaboration networks that, it believes, can contribute to the objectives of the OAS.

4. Identification of OAS work areas CREA A.C. proposes to collaborate with the OAS in the following areas:

With the Secretariat for Strengthening Democracy (SSD) through the development of training and community programs that strengthen citizen participation and social cohesion, as well as promoting inclusive and culturally relevant public policies that reduce educational and social gaps. Supporting the Inter-American Commission on Human Rights and the Inter-American Children’s Institute and the SSD in the promotion and protection of the human rights of children, adolescents, women, and communities in vulnerable situations, including the prevention of violence and discrimination. Contributing to the Executive Secretariat for Integral Development by sharing good practices in certification of labor competencies, socioemotional training, and community integration. Monitoring the implementation of mandates of the Summits of the Americas and resolutions of the General Assembly and the Permanent Council of the OAS. Encouraging the participation of civil society in activities organized by the OAS and the registration of civil society organizations from those countries with the OAS.
