APPLICATION FOR REGISTRATION PRESENTED PURSUANT TO ITEM 6 OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Asociación Gobierno Abierto]ANALYSIS OF THE REQUEST BY ASOCIACIÓN GOBIERNO ABIERTO TO BE REGISTERED IN THE OAS This document has been prepared by the Office of Civil Society Relations of the Office of the Assistant Secretary General, in order to provide information to the member states of the Organization of American States (OAS) on the civil society organization Asociación Gobierno Abierto. The information contained in this report is in response to resolution CP/RES. 759 (1217/99) “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation presented by Asociación Gobierno Abierto in accordance with the aforementioned Guidelines.

1. Background Asociación Gobierno Abierto is a non-profit entity that was established on September 4, 2013, in the city of Buenos Aires, Argentina, with the mission of encouraging, promoting, and strengthening the implementation of open government through various activities aimed at transparency, citizen participation, the fight against corruption, accountability, and responsible allocation of resources.

Asociación Gobierno Abierto works to advocate, strengthen, and improve the principles of open government in public administration. Asociación Gobierno Abierto seeks to meet its objectives through the promotion of

transparency, accountability, citizen participation and innovation in public management, through joint work between governments, civil society, and other social actors to strengthen trust and the effectiveness of democratic institutions. Asociación Gobierno Abierto is financed through voluntary funds, ordinary and extraordinary membership fees, donations, inheritances, legacies, and grants. Asociación Gobierno Abierto submitted its request to the OAS on April 11, 2025.

Primary areas of activity and contributions that could be of interest to the OAS Asociación Gobierno Abierto works to promote transparency, accountability, citizen participation, and innovation in public management, which is directly aligned with the pillars of the OAS. Through its experience and the creation of spaces for collaboration between governments, civil society, and other social actors, the organization could provide the OAS with technical inputs and best practices that contribute to consolidating more open, effective, and reliable institutions in the region

4. Identification of OAS work areas Asociación Gobierno Abierto proposes to collaborate with the OAS in the following areas: Working with the Technical Secretariat of the OAS anti-corruption mechanism on initiatives that promote transparency in public administration and combat corruption in Latin America and the Caribbean; Collaborating with the Secretariat for Strengthening Democracy in promoting democratic

participation and the inclusion of civil society in decision-making processes; Contributing to the Department of International Law and the Secretariat for Strengthening Democracy in the creation of normative frameworks to ensure transparency and strengthen accountability systems; Monitoring the implementation of mandates of the Summits of the Americas and resolutions of the General Assembly and the Permanent Council of the OAS; Encouraging the participation of civil society in activities organized by the OAS and the registration of civil society organizations from those countries with the OAS.
