APPLICATION FOR REGISTRATION SUBMITTED PURSUANT TO ITEM 6

OF THE GUIDELINES FOR THE PARTICIPATION OF CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Asociación Panameña de Debate (ASPADE)]REVIEW OF THE APPLICATION BY ASOCIACIÓN PANAMEÑA DE DEBATE (ASPADE) TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society, under the Office of the Assistant Secretary General, to provide information to the member states of the Organization of American States (OAS) on the civil society organization Asociación Panameña de Debate [Panamanian Debating Association]. The information contained in this report is in response to resolution CP/RES. 759 (1217/99), “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation submitted by Asociación Panameña de Debate (ASPADE) in accordance with the aforementioned resolution.

1. Background Asociación Panameña de Debate is a non-profit organization that was established in Panama City, Panama, on April 28, 2016. Its mission is to promote debate as an integral part of social transformation, encouraging young people to take a critical thinking approach to reality, express their ideas clearly and respectfully, and actively participate in the civic life of their country.

ASPADE seeks to empower young people through discussion and by creating enabling environments for them to develop critical thinking and skills vital to the functioning of a democratic

society. Its goal is to promote public participation and public awareness, thereby contributing to the development of Panama and its civil society. To that end, ASPADE provides training, seminars, and workshops for Panamanian leaders to serve as catalysts for debate, and it also organizes debating competitions. The Association is funded by its members, donations, training programs, and money raised from activities and events organized by the association. ASPADE submitted its application to the OAS on November 6, 2024.

Primary areas of activity and contributions that could be of interest to the OAS ASPADE focuses on promoting debate, public speaking, and critical thinking, mainly among young people, striving to help bolster democratic dialogue and youth participation in society. It believes that, by promoting democracy, human rights, and civic education, its efforts are aligned with the pillars of the OAS. The Association hopes to contribute to debate training, youth empowerment, and leadership development to promote a culture of peace and active citizen participation. And, by working with young leaders, the organization seeks to help member states prepare the next generation of citizens committed to the values of the OAS.

4. Identification of potential areas of collaboration with the OAS Asociación Panameña de Debate (ASPADE) would like to collaborate with the OAS in the following areas: Collaborating with the Inter-American Council for Integral Development (CIDI), especially on

education programs, offering training, debating workshops, and public awareness activities to help strengthen democracy from an education standpoint. Supporting the Secretariat for the Strengthening of Democracy (SFD) in strengthening democratic discourse through the promotion of debating, civic education, and critical thinking. Working together with the SSD Department of Access to Rights, thereby contributing to the promotion of equality and social inclusion. Follow-up on implementation of Summits of the Americas mandates and OAS General Assembly and Permanent Council resolutions. Promoting civil society participation in activities organized by the OAS and registration of civil society organizations in the OAS roster.
