OF THE GUIDELINES FOR THE PARTICIPATION OF CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)]

[ Fundación Iguales]REVIEW OF THE APPLICATION BY FUNDACIÓN IGUALES TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society, under the Office of the Assistant Secretary General, to provide information to the member states of the Organization of American States (OAS) on the civil society organization Fundación Iguales [Equals Foundation]. The information contained in this report is provided pursuant to resolution CP/RES. 759 (1217/99), "Guidelines for the Participation of Civil Society Organizations in OAS Activities," and includes a summary and a list of the various elements and documentation submitted by Fundación Iguales in accordance with the provisions of the aforementioned resolution.

1. Background Fundación Iguales is a non-profit organization that was established in Panama City, Panama, on July 25, 2017. Its mission is to promote LGBTIQ+ equality and inclusion through human rights education, political advocacy, strategic litigation, research to generate evidence and accessible information to influence public policies and representation in decision-making spaces, strengthening local and international partnerships.

Fundación Iguales draws inspiration from the democratic values of freedom, equality under the law, and non-discrimination. It aims to contribute toward development and peace by promoting respect for the dignity of all people, with special emphasis on giving visibility to the LGBTIQ+

population and defending their rights. Fundación Iguales is financed through donations, contributions, and membership dues. Fundación Iguales submitted its application to the OAS on April 24, 2025.

Primary areas of activity and contributions that could be of interest to the OAS Fundación Iguales was born out of a need to advocate for legal initiatives demanding rights, focusing on generating social change leading to respect for human rights, especially the rights of LGBTIQ+ people, in terms of human rights, democracy, and citizen participation. This is achieved through awareness campaigns, strategic litigation, data generation, and programs to combat exclusion, violence, and misinformation, providing data for designing inclusive public policies. The Foundation has actively participated in OAS activities, such as General Assembly sessions and IACHR hearings.

4. Identification of potential areas of collaboration with the OAS Fundación Iguales proposes to collaborate with the OAS in the following areas: Assisting the Secretariat for Strengthening Democracy by bringing expertise on LGBTIQ+ participation mechanisms and input on inclusive electoral processes and equitable access to political representation. As well, jointly organizing activities, workshops, regional campaigns, or training sessions on equality and rights of LGBTIQ+ people.

Assisting the Inter-American Commission on Human Rights, especially its Rapporteurship on the Rights of LGBTI Persons, by submitting reports, case studies, and testimonies from Panama and the region; participating in topic-specific hearings; and providing input for reports.

Follow-up on implementation of Summits of the Americas mandates and OAS General Assembly and Permanent Council resolutions. Promoting civil society participation in activities organized by the OAS and registration of civil society organizations in the OAS roster.
