APPLICATION FOR REGISTRATION PRESENTED PURSUANT TO ITEM 6 OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Fundación Multitudes]ANALYSIS OF THE REQUEST BY FUNDACIÓN MULTITUDES TO BE REGISTERED WITH THE OAS This document was prepared by the Department of International Affairs, Secretariat for External Relations to provide information to the member states of the Organization of American States (OAS) on the civil society organization (CSO) Fundación Multitudes. The information contained in this report is in response to resolution CP/RES. 759 (1217/99) “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation presented by Fundación Multitudes, in accordance with the aforementioned Guidelines.

1. Background Fundación Multitudes is a non-profit organization, established on August 5, 2014, in Santiago, Chile with the mission of promoting, fostering, and developing democracy and citizen rights, through analysis, monitoring, and dissemination.

Fundación Multitudes works on three fundamental pillars: advocacy on public policies, institutional transparency, and strengthening of citizen capacities. In this way, it promotes legislative reforms and promotes the participation of civil society in decision-making. It also develops tools to monitor accountability and fight corruption; It trains women, youth, and indigenous people in digital rights, disinformation, and democratic participation.

Fundación Multitudes is financed mainly through international funds and bilateral cooperation, alliances with embassies and regional organizations. Fundación Multitudes submitted its request to the OAS on June 27, 2025.

3. Primary areas of activity and contributions that could be of interest to the OAS Fundación Multitudes hopes to contribute inputs to the OAS based on its practical experience in promoting open government, transparency, climate justice, defense of human rights, and strengthening of civic space in Latin America. In addition, it believes that by collaborating with organizations from more than ten countries in the region and having a multidisciplinary team with experience in legislative advocacy, technology, gender, the environment, and citizen training, their contributions can be of great use to the OAS, integrating diverse perspectives and innovative approaches.

4. Identification of OAS work areas The Fundación Multitudes proposes to collaborate with the OAS in the following areas: Working with the Secretariat for Strengthening Democracy, promoting open government, citizen participation, and accountability through public consultation mechanisms, regulatory monitoring, and collaboration with international initiatives; Collaborating with the Inter-American Commission on Human Rights in the promotion and protection of human rights, especially on issues related to disinformation, protection of personal data, artificial intelligence, digital ethics, and gender-based violence in digital environments.

Support the Inter-American Commission of Women in strengthening women's political participation, addressing gender-biased disinformation, and accompanying feminist foreign policy frameworks. Contributing to the Executive Secretariat for Integral Development in the promotion of environmental governance and climate justice, fostering transparency in the management of natural

Support the Inter-American Commission of Women in strengthening women's political participation, addressing gender-biased disinformation, and accompanying feminist foreign policy frameworks. Contributing to the Executive Secretariat for Integral Development in the promotion of environmental governance and climate justice, fostering transparency in the management of natural resources and community participation in high-impact projects. Contributing to the Secretariat for Legal Affairs through the preparation of technical inputs, recommendations, and regulatory proposals in the areas of transparency, anti-corruption, fundamental rights, and legal reform. Monitoring the implementation of mandates of the Summits of the Americas and resolutions of the General Assembly and the Permanent Council of the OAS. Encouraging the participation of civil society in activities organized by the OAS and the registration of civil society organizations in the OAS register.
