[ Asociación Civil Alianza por Venezuela]ANALYSIS OF THE APPLICATION BY ASOCIACIÓN CIVIL ALIANZA POR VENEZUELA TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society, under the Office of the Assistant Secretary General, to provide information to the member states of the Organization of American States (OAS) on the civil society organization Alianza por Venezuela [Alliance for Venezuela]. The information contained in this report is in response to resolution CP/RES.759 (1217/99), "Guidelines for the Participation of Civil Society Organizations in OAS Activities," and includes a summary and a list of the various elements and documentation submitted by Asociación Civil Alianza por Venezuela, in compliance with the provisions of the aforementioned resolution.

1. Background A non-profit organization, Alianza por Venezuela was founded in Buenos Aires, Argentina, on July 11, 2018, to deal with the mass exodus triggered by the complex humanitarian emergency in Venezuela. Seeking to expand its operations, on June 21, 2024, it also incorporated in Miami, United States, under the name Alianza por Venezuela Inc.

The organization promotes initiatives to get Venezuelan migrants in the Americas integrated into the society, culture, and labor force, with a commitment to promoting and defending human rights,

democratic values, and the rule of law through legal and psychosocial counseling programs, training, cross-cultural activities, advocacy, social research, and organizational and institutional strengthening. Alianza por Venezuela is funded mainly from donations and support from its community, as well as from membership dues and income from social activities. Alianza por Venezuela submitted its application to the OAS on April 29, 2025.

3. Primary areas of activity and contributions that could be of interest to the OAS Alianza por Venezuela has sought to position itself as a key player in promoting social integration and defending the human rights of Venezuelan migrants across the region. Its efforts are geared toward building community and institutional capacity to contribute to social cohesion, democratic coexistence, and respect for the rule of law. To that end, Alianza por Venezuela would like to coordinate with the OAS and civil society organizations to develop a common regional agenda on human rights, democratic governance, and social inclusion, aligned with the pillars of the OAS' work.

4. Identification of potential areas of collaboration with the OAS Alianza por Venezuela would like to support the OAS in the following areas: Supporting the work of the Department of Electoral Cooperation and Observation (DECO) of the Secretariat for Strengthening Democracy (SSD) by providing information on the political situation in Venezuela and on participation by the Venezuelan migrant population in elections.

Helping the Inter-American Commission on Human Rights (IACHR) fulfill its mandate, by

documenting and raising awareness on violations of human and fundamental rights in countries of origin and host countries. Collaborating with the SSD Department of Access to Rights, by promoting social and economic integration practices and community participation among migrants in the region. Collaborating with the Office of Relations with Civil Society (ORCS) by encouraging discussions involving social actors, states, and international organizations. Follow-up on implementation of Summits of the Americas mandates and OAS General Assembly and Permanent Council resolutions. Promoting civil society participation in activities organized by the OAS and registration of civil society organizations in the OAS roster.
