IN OAS ACTIVITIES APPLICATION TO PARTICIPATE IN OAS ACTIVITIES PURSUANT TO ARTICLE 6 OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ American University]ANALYSIS OF THE APPLICATION BY AMERICAN UNIVERSITY TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society of the Office of the Assistant Secretary General, to provide information to the member states of the Organization of American States (OAS) on the civil society organization American University. The information contained in this report responds to resolution CP/RES. 759 (1217/99), “Guidelines for the Participation of Civil Society Organizations in OAS Activities,” and includes a summary and a list of the various elements and documentation submitted by American University in accordance with the Guidelines.

1. Background

American University, chartered by Congress on February 24th, 1893, in Washington, DC, is a non-profit educational institution committed to education, research and public policy development in the Americas. Its mission is to advance knowledge, foster intellectual curiosity, build community, and empower lives of purpose, service, and leadership. American University is a private, co-educational doctoral institution with eight schools and over 170 programs including bachelor’s, master’s and doctoral degrees, and more than 13,000 students. Through its schools, colleges and clinics, such as the Washington College of Law, the university

promotes interdisciplinary research, policy dialogue, and capacity-building efforts across the Americas. American University is primarily funded through tuition and fees, institutional grants, endowments, philanthropic contributions, and government and foundation support for its public interest initiatives and academic programs. American University submitted their application on April 14th, 2025.

3. Primary areas of activity and contributions that could be of interest to the OAS2

American University’s, through its Washington College of Law, has worked in advancing the rule of law, promoting human rights, and strengthening access to justice, which closely align with the core objectives of the OAS. Through its legal clinics, research centers, and academic programs, American University serves marginalized communities, supports strategic litigation, and trains future legal practitioners in international and comparative law. Its Human Rights and Humanitarian Law Center collaborate with regional bodies, including the Inter-American Commission on Human Rights, while faculty and students actively engage in advocacy, amicus briefs, and human rights monitoring.

4. Identification of potential areas of collaboration with the OAS American University, through its Washington College of Law, proposes to work with the OAS in the following areas: To collaborate with the Follow-up Mechanism to the Belém do Pará Convention and the InterAmerican Commission of Women, to strengthen access to justice across the Americas, particularly for women and marginalized communities, by contributing research, policy analysis, and replicable legal

service models. To contribute to the Inter-American Commission on Human Rights (IACHR) through scholarly input, legal memoranda, amicus curiae, and student-led advocacy supporting fair trial standards, judicial independence, and the protection of vulnerable populations. To collaborate on initiatives that protect legal professionals and human rights defenders at risk through the Rapporteurship on Human Rights Defenders and Justice Operators and the Special Rapporteur for Freedom of Expression of the IACHR by offering research, public programming, and legal training informed by American University Washington College of Law’s clinical and advocacy work. To work with the Department of International Law to promote exchange programs, fellowships, and academic partnerships with legal institutions in OAS Member States to strengthen regional legal networks and foster collective responses to common challenges. To follow up on the implementation of mandates from the Summits of the Americas and resolutions of the OAS General Assembly and Permanente Council; and To encourage the participation of civil society organizations in activities organized by the OAS and the registration of civil society organizations in the OAS registry.
