OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Alliance Internationale pour la Défense des Droits et des Libertés (AIDL)]ANALYSIS OF THE APPLICATION BY ALLIANCE INTERNATIONALE POUR LA DÉFENSE DES DROITS ET DES LIBERTÉS (AIDL) TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society of the Office of the Assistant Secretary General to provide information to the member states of the Organization of American States (OAS) on the civil society organization Alliance Internationale pour la Défense des Droits et des Libertés (AIDL). The information contained in this report is in response to resolution CP/RES. 759 (1217/99), “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation presented by Alliance Internationale pour la Défense des Droits et des Libertés (AIDL) in accordance with the aforementioned Guidelines.

1. Background AIDL is a non-profit social organization, founded in 2009 and legally established in France on April 28, 2014. It also has an international presence in Europe, North America, Africa, Latin America, and the Arab region. Its mission is to promote, protect, and defend human dignity, fundamental rights, social justice, equity, and the rule of law.

AIDL works on human rights, public freedoms, democratic governance, gender equality, the environment, migration, and anti-discrimination. The organization implements training, monitoring, documentation, and strategic litigation programs, and maintains constant dialogue with international mechanisms and regional organizations. AIDL seeks to generate a sustainable impact on the protection of rights and the strengthening of civil society through institutional partnerships, global campaigns, and an active presence in multilateral forums. AIDL obtains financing through support from nongovernmental entities and independent partners, contributions from partners and private individuals, donations, and grants. AIDL submitted its application to the OAS on May 21, 2025.

3. Primary areas of activity and contributions that could be of interest to the OAS AIDL primarily engages in the promotion of human rights in the international arena. To that end, it works through a committee of experts, academics, researchers, and activists that serves as an international advisory body for various organizations, institutions, and countries on issues relating to human rights, migration, asylum, and international and local conflicts. In 2024, it participated in the Press Club Brussels Europe on issues relating to press freedom in conflict contexts. In addition, the organization maintains an ongoing program to monitor human rights violations in various regions.

AIDL considers that its experience in the protection and promotion of human rights in the international system could be of significant support to the Organization of American States.

4. Identification of potential areas of collaboration with the OAS AIDL proposes to collaborate with the OAS in the following areas: Working jointly with the Secretariat for Strengthening Democracy in cooperation, collaboration, and assistance for the promotion of peace, security, and development in the region.

Providing inputs to the Inter-American Commission on Human Rights to support promotion, protection, and observance of the human rights of different vulnerable groups in the region. Follow-up on the implementation of mandates of the Summits of the Americas, the OAS General Assembly, and Permanent Council; and Promoting participation by civil society organizations in activities organized by the OAS, as well as registration of civil society organizations in the OAS roster.
