APPLICATION FOR REGISTRATION PRESENTED PURSUANT TO ITEM 6

OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Venezuelans’ International Care Assistance (Veneica)]ANALYSIS OF THE APPLICATION BY VENEZUELANS’ INTERNATIONAL CARE ASSISTANCE (VENEICA) TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society of the Office of the Assistant Secretary General to provide information to the member states of the Organization of American States (OAS) on the civil society organization Venezuelans’ International Care Assistance (Veneica). The information contained in this report is in response to resolution CP/RES. 759 (1217/99), “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation presented by Venezuelans’ International Care Assistance (Veneica) in accordance with the aforementioned Guidelines.

1. Background Veneica is a nonprofit civil association, active since March 2020 and legally constituted in the province of Ica, Peru, on July 25, 2023. Its mission is to protect and restore the rights of refugees and host communities in Peru through a comprehensive model that provides guidance and assistance for regularization and documentation, access to health and welfare services, psychosocial support, community integration, and the strengthening of livelihoods through employability, financial education, and entrepreneurship support.

Veneica is positioned as a support network for migrants and refugees. It focuses on immigration counseling, refugee applications, and case management through strategic alliances. To that end, the organization mobilizes communities by supporting migration regularization and seeks to transform migration management into a safer, more responsible process that respects the human rights of migrant and refugee populations in Peru. Veneica obtains financing through regular and extraordinary contributions from its members, as well as donations, grants, and loans. Veneica submitted its application to the OAS on October 10, 2025.

3. Primary areas of activity and contributions that could be of interest to the OAS Veneica is dedicated primarily to the monitoring and support of migrants and refugees in Peru.

To that end, it has established different projects that seek to provide information, meeting spaces, and job training, among other services. “La Ruta Migratoria” is a program that provides access to information and support throughout the migration regularization process. “Todos Somos Importantes” is a project that provides legal, migration, and health assistance, with financial support from the United States Government. The organization considers that its experience in supporting migrants and refugees, as well as in promoting their regularization, could be of significant support to the Organization of

American States.

4. Identification of potential areas of collaboration with the OAS Veneica proposes to collaborate with the OAS in the following areas: Working jointly with the Inter-American Commission on Human Rights, especially the Office of the Rapporteur on the Rights of Migrants, on cooperation, collaboration, and assistance for migrants and refugees; Providing inputs to the Department of Access to Rights in order to support the promotion, protection, and observance of the rights of migrants and refugees, as well as improvements in their social conditions and training, with the aim of facilitating their social integration; Follow-up on the implementation of mandates of the Summits of the Americas, the OAS General Assembly, and Permanent Council; and Promoting participation by civil society organizations in activities organized by the OAS, as well as registration of civil society organizations in the OAS roster.
