IN OAS ACTIVITIES

APPLICATION FOR REGISTRATION PRESENTED PURSUANT TO ITEM 6

OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Fundación Peluffo-Giguens]REVIEW OF THE APPLICATION BY FUNDACIÓN PELUFFO-GIGUENS TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society of the Office of the Assistant Secretary General to provide information to the member states of the Organization of American States (OAS) on the civil society organization Fundación Peluffo-Giguens. The information contained in this report is in response to resolution CP/RES. 759 (1217/99), “Guidelines for the Participation of Civil Society Organizations in OAS Activities.” This document includes a summary and list of documentation presented by Fundación Peluffo-Giguens in accordance with the aforementioned Guidelines.

1. Background The Fundación Peluffo-Giguens was established in Montevideo, Uruguay, on September 1, 1988, and was called Fundación Hemato-Oncológica Infantil until May 22, 1990, when it changed its name. Its mission is to improve the quality of life of people with cancer and their families, regardless of their socioeconomic and demographic context, by ensuring equal access to health care, providing a network of support and follow-up, and representing their voice in the public sphere.

Fundación Peluffo-Giguens seeks to be a leading organization in the fight against cancer, with the aim of ensuring that every person has the opportunity to prevent, detect, treat, and survive the disease. It also supports oncology patients who must travel to the capital city by providing lodging,

Fundación Peluffo-Giguens seeks to be a leading organization in the fight against cancer, with the aim of ensuring that every person has the opportunity to prevent, detect, treat, and survive the disease. It also supports oncology patients who must travel to the capital city by providing lodging, meals, and comprehensive assistance at its Hogar La Campana home. In addition, through its Telehealth Center, it facilitates access to medical care and professional training, overcoming geographic and economic barriers through digital technology. Fundación Peluffo-Giguens obtains funding through donations, contributions from foundations for events, and individual contributions. It also receives public funds for specific projects. Fundación Peluffo-Giguens submitted its application to the OAS on May 12, 2025.

Primary areas of activity and contributions that could be of interest to the OAS Fundación Peluffo-Giguens seeks to improve conditions for cancer diagnosis and to contribute to access to better health care for users of the public and private health systems in Uruguay who are vulnerable and live far from treatment centers. In that regard, the foundation considers that it can contribute to the OAS its extensive experience in the comprehensive support of people with cancer, its commitment to equitable access to health, and its work in activities related to noncommunicable

diseases, of which cancer is the second most prevalent. It further considers that its work aligns with the principles of the OAS on equity, health, and sustainable development, and that it can collaborate with areas dedicated to guaranteeing rights and reducing inequality in the region. In addition, the foundation promotes ongoing training for health professionals and the use of digital technologies to expand access to specialized services, thereby strengthening the resilience of health systems.

4. Identification of potential areas of collaboration with the OAS Fundación Peluffo-Giguens proposes to collaborate with the OAS in the following areas: Contributing to the Pan American Health Organization in the development and implementation of initiatives related to cancer, including prevention, equitable access, and other areas of work associated with the disease; Collaborating with the Department of Access to Rights to promote equity in access to health care for vulnerable populations in rural and/or remote areas, particularly in relation to cancer; Contributing to the Executive Secretariat for Integral Development by supporting sustainable human development initiatives from a rights-based perspective, through community health programs and regional cooperation in health care; Follow-up on the implementation of mandates of the Summits of the Americas, the OAS General Assembly, and Permanent Council; Promoting participation by civil society organizations in activities organized by the OAS, as well as registration of civil society organizations in the OAS roster.
