OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Lumara Human Rights]ANALYSIS OF THE APPLICATION BY LUMARA HUMAN RIGHTS TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society of the Office of the Assistant Secretary General, to provide information to the member states of the Organization of American States (OAS) on the civil society organization Lumara Human Rights. The information contained in this report responds to resolution CP/RES.759 (1217/99), "Guidelines for the Participation of Civil Society Organizations in OAS Activities," and includes a summary and a list of the various elements and documentation submitted by Lumara Human Rights in compliance with the provisions of the aforementioned resolution.

1. Background Lumara Human Rights is a non-profit social organization established on April 16, 2025, in the State of North Carolina, United States, with a mission to promote, document, and defend human rights globally, with an emphasis on exposing authoritarian regimes and supporting victims of repression.

Lumara Human Rights focuses on actively denouncing contexts of repression, accompanying victims and survivors, and mobilizing a global solidarity network. Furthermore, Lumara works to defend political prisoners, raise awareness of their stories, demanding their release, and providing legal, psychosocial, and humanitarian support to them and their families.

The Foundation is financed through contributions from the founder, as well as from grants, donations, and voluntary contributions. Lumara Human Rights submitted its application to the OAS on August 21, 2025.

Primary areas of activity and contributions that could be of interest to the OAS Lumara Human Rights focuses primarily on defending human dignity through concrete actions and international commitment, with human rights as its fundamental pillar. To that end, the organization has developed several programs regarding; psychosocial support for victims, documentation and international reporting on human rights violations, training in human rights, digital protection and security, public advocacy and campaigns, and support for political prisoners without families. The organization has also promoted various projects such as “Voz Silenciada o “Presos Políticos”, which seek to raise awareness and humanize the memory of people imprisoned for political reasons under repressive regimes. The organization believes its experience promoting human rights could be very useful to the OAS.

4. Identification of potential areas of collaboration with the OAS Lumara Human Rights organization would like to work with the OAS in the following areas: Collaborating with the Inter-American Commission on Human Rights, especially with its Special Rapporteurship for Freedom of Expression, the Rapporteurship on Human Rights Defenders and Justice Operators, and the Rapporteurship on Rights of Persons Deprived of Liberty.

Provide the Department of Access to Rights of the Secretariat for Strengthening Democracy, with input for the purpose of assisting in the promotion, protection, and observance of the rights of people under oppressive contexts. Following up on implementation of mandates from Summits of the Americas and resolutions of the OAS General Assembly and Permanent Council; and Promoting participation by civil society organizations in activities organized by the OAS and registration of civil society organizations in the OAS roster.
