OF THE GUIDELINES FOR PARTICIPATION BY CIVIL SOCIETY ORGANIZATIONS IN OAS ACTIVITIES [CP/RES. 759 (1217/99)] [ Humanitarian Focus Foundation (HFF)]ANALYSIS OF THE APPLICATION BY HUMANITARIAN FOCUS FOUNDATION TO BE REGISTERED WITH THE OAS This document was prepared by the Office of Relations with Civil Society of the Office of the Assistant Secretary General to provide information to the member states of the Organization of American States (OAS) on the civil society organization Humanitarian Focus Foundation The information contained in this report responds to resolution CP/RES.759 (1217/99), "Guidelines for the Participation of Civil Society Organizations in OAS Activities," and includes a summary and a list of the various elements and documentation submitted by Humanitarian Focus Foundation in compliance with the provisions of the aforementioned resolution.

1. Background A non-profit social organization, Humanitarian Focus Foundation, was established on March 1 st, 2011, in Raleigh, United States, with the mission of promoting humanitarian aid, social development, peacebuilding, education, human rights, and community empowerment globally.

HFF focuses primarily on humanitarian assistance, human rights advocacy, social justice promotion, and peacebuilding initiatives. To that end, the Foundation works in education, youth empowerment, migration impact evaluation, gender equity, and conflict resolution. It also seeks to establish partnerships with organizations, institutions, and governmental entities to enhance the effectiveness and reach of its programs and to contribute to long-term peace and social equity.

HFF is financed through grants, donations, sponsorships, and fundraising activities. HFF submitted its application to the OAS on February 7, 2025.

3. Primary areas of activity and contributions that could be of interest to the OAS HFF acts in the fields of humanitarian assistance, human rights protection, social justice, and peacebuilding, and it seeks to promote leadership and capacity-building initiatives aimed at strengthening communities in vulnerable situations. Its work combines direct community support, such as organizing food distribution initiatives for vulnerable families, with longer-term development2efforts, including sustainability projects to raise the community's climate awareness. Through training, leadership programs, public policy engagement, and partnerships with civil society organizations, HFF claims to build experience in more than 50 countries, strengthening local capacities and promoting inclusive and resilient communities. HFF’s considers that its activities intersect with the priorities of the OAS, particularly in advancing democratic values, human rights, social inclusion, sustainable development, and regional cooperation.

4. Identification of potential areas of collaboration with the OAS Humanitarian Focus Foundation would like to work with the OAS in the following areas: Partnering with the Inter‑American Commission of Women (CIM), to support the development of youth and women leadership initiatives.

Collaborating with the Secretariat for the Strengthening of Democracy to advance peacebuilding and conflict‑prevention efforts, including community dialogue, mediation, and

coordination with sub‑national actors. Working with the Inter‑American Commission on Human Rights (IACHR) to promote migration and human‑rights advocacy through monitoring, technical cooperation, and policy guidance. Following up on implementation of mandates from Summits of the Americas and resolutions of the OAS General Assembly and Permanent Council; and Promoting participation by civil society organizations in activities organized by the OAS and registration of civil society organizations in the OAS roster.
