METHODOLOGY FOR THE PRESENTATION AND NEGOTIATION OF THE DRAFT OMNIBUS RESOLUTION OF THE COMMITTEE ON HEMISPHERIC SECURITY TO BE REFERRED TO THE GENERAL ASSEMBLY AT ITS FIFTY-SIXTH REGULAR SESSION1 / (Approved by the Committee on February 5, 2026) The Chair submits the following methodology for the presentation and negotiation of the draft omnibus resolution to the Committee for consideration, taking into account the best practices of previous terms and on the understanding that the intention of the CSH is to prioritize the fulfillment of pending mandates on hemispheric security and reduce the number of new mandates to be presented to the General Assembly for consideration at its fifty-sixth regular session. Without in any way undermining the right of member states to present proposals for possible consideration by the General Assembly, the Chair proposes establishing the following stages for the presentation and negotiation of the draft resolution (i) preparation of the draft to be considered by the Committee; (ii) negotiation of the draft resolution; and (iii) general considerations. The dates proposed were included in section V.C of the draft work plan presented by the Chair, document CP/CSH-2341/25 rev. 2.

PREPARATION OF THE DRAFT RESOLUTION This section relates to the period prior to the Committee’s formal consideration of the draft resolution, and includes the preparation of the first draft and the updating of said document with the comments and/or proposals submitted by the delegations:

A. First draft (March 6, 2026) Regarding the first draft, the following guidelines are proposed:

1. The Chair, with the support of the Vice-Chairs and the Secretariat and taking into consideration the conclusions of the meetings at which substantive issues were considered, will prepare a draft omnibus resolution organized under the eight thematic areas identified in resolution AG/RES. 3031 (LIV-O/24).

2. As has been the practice in previous years, the draft resolution, which will be distributed on March 6, 2026 , will include a paragraph to reaffirm to the Permanent Council, the General Secretariat, and the pertinent organs, all applicable mandates on hemispheric security,.

3. Taking into account the best practices implemented in previous years, the Chair proposes

the following:

1. To reaffirm to the Permanent Council, the General Secretariat, and the pertinent organs, all applicable mandates on hemispheric security; and ii. To endeavor not to generate new mandates, unless they pertain to measures required to update implementation of previous mandates.

For these purposes, the attempt will be made to include a maximum of:  three (3) preambular paragraphs;  three (3) operative paragraphs and one (1) paragraph with mandates for the General Secretariat (a chapeau and numbered paragraphs with specific mandates), for each of the topics to be included in the draft resolution; and

 Four (4) paragraphs for either convention (CIFTA and CITAAC);  six (6) paragraphs for each of the inter-American entities (CICAD, CICTE, and IADB), including a paragraph with mandates for the General Secretariat (a chapeau and numbered subparagraphs with specific mandates);  Three (3) general paragraphs (one to reaffirm mandates and two for follow-up).

B. Receipt of comments or proposals (April 10, 2026) The Chair requests the good offices of delegations in submitting by April 10, 2026, their comments or proposed changes to the paragraphs contained in the first draft of the draft resolution and, if necessary, any new paragraphs they may wish to propose.

C. Revised version (April 15, 2026) Once the member states have sent in their comments or proposals, the Chair will circulate a revised version containing:- 31. The paragraphs included in the Chair’s draft on which, in principle, there is consensus; 2. the paragraphs included in the Chair’s draft with amendments proposed by one or more delegations; and 3. any new paragraphs that may have been submitted.

The revised version of the draft resolution will be distributed on April 15, 2026.

II. NEGOTIATION OF THE DRAFT RESOLUTION The Committee will begin consideration of the draft resolution on April 23, 2026. The Chair proposes the following procedure for the negotiation of the draft resolution:

1. Paragraphs on which there is consensus in principle (those that drew no comments from delegations) will first be submitted to the Committee for consideration, with a view to adoption. Thereafter, the paragraphs with proposed amendments will be considered, followed by the new paragraphs.

2. Prior to each negotiation meeting, a notice will be distributed indicating which paragraphs

are to be considered.

3. Once negotiations have begun, delegations are to present their proposed texts at the formal meetings. Such proposed texts are to be sent in writing to the Secretariat at least 48 hours prior to the formal meetings so there is time to translate and distribute them.

4. Where necessary, delegations should endeavor to send in any new paragraphs before the suggested date during the first stage (April 10, 2026).

5. During the negotiations, delegations should request the floor only to put forward specific proposals on those paragraphs on which they are unable to join the consensus. In this regard, support for the paragraph under consideration would be tacit (i.e., in the absence of any comments, it will be understood that the paragraph is supported).

6. In addition, efforts will be made to follow the practice of ad referendum paragraphs. For those cases in which no more than two delegations are unable to join the consensus, the Committee shall agree on the relevant text ad referendum of those delegations.

7. Negotiations of paragraphs will focus on substance and not on drafting style. When residual or persistent difficulties in reaching agreement arise, the Chair, where necessary, will request that interested delegations meet informally to attempt to overcome existing obstacles, in an effort to submit consensus language to the Committee.

III. GENERAL CONSIDERATIONS

1. The omnibus resolution will be consistent with the Comprehensive Strategic Plan and will take into account available financial resources, while adhering to resolution AG/RES. 1

In an effort to prioritize the implementation of pending mandates and to avoid mandate duplication, the SMS and the IADB will submit to the CSH, before April 6, 2026, an updated list of pending mandates, indicating the status of fulfillment: fulfilled, not fulfilled, in progress (tenth recommendation for mandate follow-up, CP/CSH-2257/24).- 43. To the extent possible, the time frames for implementing mandates will be indicated, with a view to establishing expiration dates when appropriate.

4. Care should be taken to avoid drafting paragraphs that contain mandates relating to other

5. Delegations that present proposed texts are to head up informal consultations as a mechanism for obtaining consensus on said texts prior to formal negotiation by the

Committee.

6. The inclusion of recommendations previously agreed upon by member states at meetings of OAS entities (such as CICTE, CICAD, CIFTA, and the IADB) is acceptable, in accordance with the CSH practice for consideration of proposals. With respect to this point, it is proposed that a maximum of six (6) paragraphs be included for each one of the entities

(CICAD, CICTE, and the IADB), and four (4) for the instruments (CIFTA and CITAAC), with the latter being considered in the substantive topics;

7. To enhance IADB participation and coordination in CSH activities, and in keeping with the provisions of the Permanent Joint Mechanism ( document CP/CSH/INF.585/24), the IADB will bring the members of the Mechanism together during the process of drafting paragraphs to be submitted to the General Assembly for consideration.

8. The Committee will take into consideration the recommendations from the special meetings and from meetings to consider substantive issues, through the CSH during the current period, as well as the outcomes of other regional security-related meetings, and the Conference of Ministers of Defense of the Americas (CMDA).

9. The Secretariat will keep a record of the negotiations, bearing in mind the language in

which the original proposal was presented.

10. In keeping with the “Agreement of the Permanent Council on the Inclusion of Footnotes and Annexation of Documents to Draft Resolutions to Be Submitted to the General Assembly for Consideration” (CP/doc.4556/11), footnotes referring to any part of a draft resolution shall be limited to a maximum of two lines. For footnotes that exceed that length, the first two lines will begin on the corresponding page and the remainder of the note will continue at the end of the text of the draft resolution. Furthermore, no documents should be appended to draft resolutions unless they are documents to be submitted to the General Assembly for adoption or approval. Any references to documents in the text of draft resolutions should be made using the appropriate title and classification and other identifying information available, such as name, place and date of the meeting where the document was considered.- 5IV.
