COMMITTEE ON HEMISPHERIC SECURITY Original: Spanish Summary of the meeting held on November 6, 2025

Time: 10:00 a.m. – 1:00 p.m.

Place: Simón Bolívar Room This regular meeting of the Committee was presided over by the Committee’s Second Vice Chair, Commander Kele-Ann Bourne Jessen, Alternate Representative of Trinidad and Tobago to the

OAS. The statutory quorum was established with the presence of the representatives of Argentina, Bahamas, Barbados, Belize, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, United States, and Uruguay. 1. Adoption of the draft order of business The Committee adopted the order of business, document CP/CSH-2347/25 rev. 4, as submitted.

2. Election of the Third Vice Chair of the CSH The Committee elected Ms. Patricia D'Costa, Alternate Representative of Canada to the OAS, as Third Vice Chair. She had been nominated by the delegation of Panama and seconded by the delegation of Ecuador. The election was by acclamation. The Chair and delegations congratulated Ms. D'Costa on her election.

3. Monitoring and reporting

 Presentation of the work plan of the Inter-American Defense Board (IADB) [ paragraph 5 of resolution AG/RES. 2631 (XLI-O/11)] Pursuant to the mandate contained in paragraph 5 of resolution AG/RES. 2631 (XLI-O/11), the Committee heard the presentations on the Work Plan of the Inter-American Defense Board (IADB) for the 2025–2026 term, delivered by:- 2o Major General César Augusto Macedo García, Chairman of the IADB Council of Delegates (the PowerPoint presentation can be found at the following link); o Major General Reinaldo Salgado Beato, Director General of the IADB Secretariat (PowerPoint presentation is available at the following link); and o Rear Admiral Paulo Roberto Blanco Ozorio, Deputy Director of the Inter-American Defense College (the PowerPoint presentation can be found at the following link). On behalf of the Committee, the meeting Chair thanked the Board and the College for their presentations and recognized the dedication and constant effort to provide the OAS and its member states with highly valuable technical and educational advice, as well as consulting services in military and defense affairs-related matters. The delegations of Brazil, Canada, Chile and Mexico thanked the presentations and referred to different aspects of them. The Committee took note of the presentations made by IADB authorities and the comments of delegations.

4. Activities of the Committee on Hemispheric Security and member states  Continued consideration of the list of mandates pending for over five years that are recommended to be rendered void ( operative paragraph #2 of resolution AG/RES. 3031

(LIV-O/24)) The meeting Chair spoke about the process the Committee had been undertaking in relation to the review of mandates pending for more than five years, which are recommended to be rendered void. Next, Mr. Luis Alberto del Castillo, Specialist with the Office of the Executive

Director, gave a presentation on the guidelines for drafting mandates for the omnibus resolution, agreed upon by the General Assembly in adopting resolution AG/RES. 1 (LVIIIE/25), document CP/CSH/INF.604/25 Expressing appreciation for the presentation, the delegation of Mexico commented on several aspects of said presentation. Later, the Committee considered the list provided by the General Secretariat, which included 81 mandates that had been pending for more than five years and that the Secretariat recommended be terminated. The Committee decided to annul the mandates on the list submitted by the Secretariat. The list agreed upon was published as document CP/CSH-2309/doc.11/25 rev. 3.

5. Consideration of the Draft Work Plan and Schedule of Activities for the 2025-2026 term The Committee considered and approved the Work Plan and Calendar of Activities for the 2025-2026 term, which was published as document CP/CSH-2341/25 rev. 2.

6. Submission of the proposed procedure for the presentation and negotiation of the draft omnibus resolution, document CP/CSH-2349/25.

The Chair of the meeting presented the draft methodology for the presentation and negotiation of the draft omnibus resolution of the Committee on Hemispheric Security to be referred to the General Assembly for consideration at its fifty-sixth regular session.- 3For its part, the delegation of the Dominican Republic stressed the importance of leaving open the possibility of creating new mandates, taking into account that no hemispheric security-related mandates had been approved at the last General Assembly. The draft methodology will be considered at the meeting on November 20, 2025.

7. Programs and projects executed by the SMS or the IADB The Executive Secretariat of the Inter-American Drug Abuse Control Commission (CICAD) gave a presentation on preventing the use of at-risk populations as human drug couriers in the

Hemisphere. The presentation is available from the following links: Spanish, English. The delegation of Canada spoke about a number of aspects related to the topic under consideration. Subsequently, the Inter-American Defense Board made the following two presentations: o MECODEX 2025 (PowerPoint) o SAFE SEA Maritime Safety Project (PowerPoint) The delegations of Costa Rica, Ecuador, and Dominican Republic spoke on various aspects related to the issues raised by the IADB.

8. Other business The Chair commented on the Committee meeting scheduled for November 20, which will be conducted based on the soon-to-be-published new structure for the consideration of substantive issues.

The delegation of Peru thanked Peruvian Air Force Colonel Luis Antonio Tolmos Valdivia for his work as liaison between the CSH and the IADB, as he concluded his toured of duty with the IADB. Meanwhile, the delegation of Brazil referred to the briefing note shared with member states, relating to the Coalition for Multilateral Action against Environmental Crimes that had met in Rio de Janeiro on November 4.
