COMMITTEE ON HEMISPHERIC SECURITY Original: Spanish Summary of the meeting held on March 12, 20261 / Time: 10:00 a.m. – 1:00 p.m.

Place: Simón Bolívar Room The regular meeting of the Committee was presided over by its chair, Ambassador Ana Irene Delgado, Permanent Representative of Panama to the OAS.

A quorum was established with the presence of representatives of Argentina, Bahamas, Brazil, Canada, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Honduras, Mexico, Panama, Paraguay, Peru, Saint Vincent and the Grenadines, United States, and Uruguay. 1. Adoption of the order of business The Committee adopted the order of business, document CP/CSH-2388/26.

2. Progress and challenges in implementing programs and projects related to preventing violence and crime.

The current context The invited expert, Mr. Carlos Javier Aguilar, Regional Child Protection Adviser, UNICEF Regional Office for Latin America and the Caribbean, Panama, offered a description of the current context. Mr. Aguilar's statement is available here. Progress and challenges Mr. Steven Griner, Director of the Department of Public Security (DPS), then spoke about progress and challenges in this area. Then, the DSP showed a video on the Sinfonía por la Paz (Symphony for Peace) project, an initiative led by the DPS in partnership with Sinfonía por el Perú and the Ministry of Justice and Human Rights of Peru, with funding from the European Union. Dialogue on the topic The Committee held a dialogue with member state and permanent observer delegations on possible support mechanisms to make progress on the topic. The Chair referred to the guiding questions contained in the concept note before offering the floor to delegations. The delegations of Brazil, Canada, Colombia, Costa Rica, the United States, Mexico, Panama, Peru ( delegation; expert), and Uruguay referred to the matter under consideration. The statements received are linked to the name of each country. The Committee took note of the presentations and the comments of delegations. Conclusions At the end of the dialogue, Ms. Anna Uchoa, Chief of the Prevention of Violence and Crime Section of the DPS, presented the following conclusions.

Transnational organized crime  Hemispheric cooperation efforts to combat trafficking in persons o Consideration of the list of invited guests for the Eighth Meeting of National Authorities on Trafficking in Persons (RTP VIII) The Committee considered and approved the list of invited guests for the Eighth Meeting of National Authorities on Trafficking in Persons (RTP VIII). Subsequently, the delegation of Guatemala referred to several particulars related to the preparations for RTP VIII, which was scheduled to be held in the Simón Bolívar Room on May 14 and 15, 2026.

4. Commemoration of the twentieth anniversary of the adoption of the Statutes of the InterAmerican Defense Board by the OAS General Assembly The Committee commemorated the twentieth anniversary of the adoption of the Statutes of the Inter-American Defense Board by the OAS General Assembly, by resolution AG/RES. 1 (XXXII-E/06) adopted on March 15, 2006. The Chair noted that the anniversary was an important occasion for recognizing the role of the IADB as an entity of the OAS, as well as for noting its principal achievements and the challenges it has faced in order to continue to provide the Organization and its member states with technical, consultative, and educational services on matters related to military and defense issues in the Hemisphere, as established in Article 2 of its Statutes.

5. Other business The delegation of Brazil referred to the convocation of the first informal consultation of the Working Group to Negotiate the Hemispheric Plan of Action on Drugs 2026–2030, which took place on March 19, 2026.
