DRAFT RESOLUTION

AMENDMENTS TO THE RULES OF PROCEDURE OF THE PERMANENT COUNCIL

(Revised version based on comments received from delegations as of March 11, 2026) THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES, BEARING IN MIND that the Permanent Council has the authority to amend its Rules of Procedure, in accordance with Article 80.c thereof; CONSIDERING: The need to continue strengthening legal certainty, procedural predictability, and efficiency in the work of the Permanent Council; The importance of ensuring the optimal use of the time and resources allocated to the Permanent Council for the conduct of its meetings; and TAKING NOTE of the recommendations of the comprehensive review of the Organization of American States conducted by a third party regarding the modernization of the working methods of the Permanent Council,

PERMANENT COUNCIL2

RESOLVES:

1. To incorporate a new article—46 bis—in section VIII of the Rules of Procedure of the Permanent Council, as follows: Article 46 bis. Items included on the order of business of regular meetings that are commemorative in nature—such as world or inter-American days and anniversaries—may provide for the participation of invited guests, in accordance with Article 40.f hereof. The statements of member states and permanent observers shall be distributed in writing only, without taking the floor, and shall be incorporated into the minutes of the respective meeting.

The Permanent Council may grant an exception to this provision for the reading of a joint statement or declaration submitted by a group of Member States, but the statements will be limited to no more than three minutes. The provisions of this Article shall be understood without prejudice to the exercise of the right of reply by Member States.

2. To amend Article 8.f of the Rules of Procedure of the Permanent Council, as follows:

Article 8: The chair of the Council: f. Shall give welcome and farewell addresses to representatives in the Council. Welcome, congratulations or condolences shall be expressed by the chair of the Permanent Council. When bidding farewell to permanent representatives, only the subregional group representatives shall take the floor in addition to the chair of the Permanent Council . These remarks shall, preferably, not be repeated by the delegations; and

3. To instruct the General Secretariat to incorporate these amendments into the consolidated text of the Rules of Procedure of the Permanent Council.3

4. To urge Member States to distribute requests for the inclusion of items or commemorations in a balanced manner between the Permanent Council and the Inter-American Council for Integral Development, considering the nature of the item and the respective competencies of each Council.

5. This resolution shall enter into force upon its adoption.
