DRAFT RESOLUTION

MANDATES MANAGEMENT [URU: AND OAS STRATEGIC PLAN FOR 2026-2030]

(Incorporating comments received from delegations as of April 14, 2026) THE GENERAL ASSEMBLY , PP1. RECOGNIZING the importance of mandates adopted by the General Assembly through previous resolutions, especially those advancing the [BAH: four pillars five thematic areas ] of the Organization of American States (OAS): Strengthening Democracy; Integral Development; Multidimensional Security; Human Rights [BAH:; and Legal Affairs] ; as well as those advancing the principles of good governance, efficiency, accountability and transparency; PP2. ACKNOWLEDGING the continuing financial instability facing the OAS and the need to ensure that mandates are supported by realistic resources and are consistent with strategic priorities of the Organization; [ANT: PP2 bis. RECOGNIZING ALSO the special circumstances of small island developing states and the need to preserve mandates that are essential to their development and participation;] [COS: PP2 ter. RECOGNIZING FURTHER the central role of the Inter-American

Human Rights System in the promotion and protection of fundamental rights in the hemisphere;] PP3. MINDFUL of the importance of safeguarding institutional stability, concentrating efforts on advancing initiatives already underway within the Organization and ensuring the implementation of current mandates, while also providing the new leadership sufficient space to fully shape the work plan for the OAS Strategic Plan for 2026-2030, that should guide future mandates;

PP4. RECOGNIZING the institutional advances made in the area of mandate management that were initiated with resolution AG/RES. 2957 (L-O/20), whereby the Permanent Council was instructed to establish a regulatory framework for the Permanent Council committees and the Inter American Council for Integral Development to review the program-budget implications of new mandates; PP5. RECALLING that since 2021 the General Assembly has taken actions and approved operational tools in that regard, in accordance with resolutions AG/RES. 2971 (LI-O/21), AG/RES. 2985 (LII-O/22), AG/RES. 3011 (LIII-O/23); AG/RES. 1 (LV-E/24); and AG/Res. 3037 (LV-O/25); PP6. RECALLING FURTHER that, in accordance with the General Assembly resolution AG/RES. 3037 (LV-O/25), “Reaffirmation of Mandates and Establishment of a Mandate Management Mechanism”), the Permanent Council adopted, on February 18, 2026, a Mandate Management Policy (CP/doc. 6175/26) for the OAS, which also establishes the rules governing the Mandate Management Mechanism; PP7. CONSIDERING [ARG, URU : with gratitude and appreciation ] the presentation by the Secretary General to the Permanent Council of the [BAH: draft] document entitled “OAS Strategic

Plan for 2026-2030” (CP/doc. 6198/26) on March 31, 2026 [BRA: and of a revised version thereof in XX 2026 ] [BAH: and a consequent presentation to the Committee on Administrative and Budgetary Affairs on April 14, 2026] ;1 and PP8. REAFFIRMING the commitments made in resolutions AG/RES. 1 (LV-E/24), “ProgramBudget of the Organization for 2025” and AG/RES. 1 (LVIII-E/25), “Program-Budget of the Organization for 2026”, including the provisions on the advancement of structural and governance

RESOLVES:

1. To ratify the decision adopted by the Permanent Council and the Inter-American Council for Integral Development (CIDI) to present for consideration at this session of the General Assembly only: (a) those draft resolutions [ARG: and declarations] deemed essential for institutional continuity; (b) draft resolutions [ARG: and declarations] that the administration requires in order to implement its work plan; (c) independent draft resolutions [ARG: and declarations ] ; (d) draft

Assembly only: (a) those draft resolutions [ARG: and declarations] deemed essential for institutional continuity; (b) draft resolutions [ARG: and declarations] that the administration requires in order to implement its work plan; (c) independent draft resolutions [ARG: and declarations ] ; (d) draft resolutions [ARG: and declarations] approving conventions, plans of action, or declarations already negotiated and closed; (e) draft resolutions [ARG: and declarations] dealing with recommendations issued at high-level meetings that require discussion by the General Assembly.

2. To [ARG: adopt take note of] [BRA: instruct the Permanent Council to continue to examine the “OAS Strategic Plan for 2026-2030” and adopt its revised version in the second semester of the current year in order to establish the Strategic Objectives contained in Annex I to this resolution,] for institution-building, for management, and for each of the areas defined in the Vision of the Organization: Strengthening Democracy; Integral Development; Multidimensional

Security; Human Rights [BAH:; and Legal Affairs].

3. To emphasize the importance of full compliance with the rules under the Mandate Management Policy, adopted by the Permanent Council, and the Mandate Management Mechanism, operated by the General Secretariat and supervised by the Permanent Council, as well as the need for alignment of new mandates with the strategic priorities and objectives defined in the [URU: future] Organization’s strategic plan.

[BAH: OP3 alt. : To emphasize the importance of full compliance with the Mandate Management Policy adopted by the Permanent Council and the effective functioning of the Mandate Management Mechanism operated by the General Secretariat under the supervision of the Permanent Council, and to further underscore the need for alignment of mandates—both existing and future—with the strategic priorities and system-wide planning framework of the7 OAS Strategic Plan for 2026–2030, as acknowledged by the Committee on Administrative and

Budgetary Affairs (CAAP).]

4. To reaffirm the urgency of concluding the exercise of debugging the mandates inventory, as well as the classification, costing and prioritizing processes, ensuring that such exercise is compliant with the Mandate Management Policy and the prioritization is aligned with the “OAS Strategic Plan for 2026-2030”.

5. To instruct the Permanent Council, the CIDI, the General Secretariat, and the other organs identified in Article 53 of the Charter of the Organization of American States to continue pursuing implementation of the previously adopted mandates, unless a particular resolution states otherwise or the mandates have been classified as obsolete, accomplished or eliminated, under the terms of the Mandate Management Policy.

6. To reaffirm that the execution of activities under existing mandates shall be subject to financial viability, and to instruct the General Secretariat to prioritize the allocation of resources, [URU: in consultation with Member States,] to the current mandates that align with institutional priorities,

[ANT: regional balance and development goals, as well as the promotion and protection of human rights] [URU: including the promotion and protection of human rights, democracy and development] and the Mandate Management Policy.

7. To authorize the Permanent Council and the CIDI, within the framework of their respective functions, to convene the high-level meetings and forums envisaged in conventions and other international instruments currently in force, as well as in resolutions adopted by the General

Assembly.
