BUDGETARY IMPLICATIONS AND FINANCIAL IMPACT OF THE PROPOSED

NEW MECHANISM FOR SYSTEMATIZING INFORMATION UNDER THE

INTER-AMERICAN DEMOCRATIC CHARTERCAAP/08/2026

March 27, 2026 His Excellency Luis Ernesto Vargas Ambassador, Permanent Representative of Colombia to the Organization of American States Chair of the Permanent Council Washington, D.C.

Excellency: I have the honor to address Your Excellency in my capacity as Chair of the Committee on Administrative and Budgetary Affairs (CAAP), in order to refer to the decision adopted by the Permanent Council at its regular meeting of March 4 to refer to the CAAP the proposed new “Mechanism for Systematizing Information under the Inter-American Democratic Charter,” in order to evaluate the potential budgetary implications and financial impact of its adoption and implementation.

I am pleased to report that the CAAP considered this item at its meeting of March 24, 2026. On that occasion, the Secretary for Strengthening Democracy, Ambassador Sebastián Kraljevich, gave a presentation on the benefits of having this system in place and indicated that the total cost of the proposal was approximately US$39,000. The document, including the budget and the presentation, was distributed with the classification CP/CAAP-4225/26. Following the discussions, the CAAP decided to inform the Permanent Council that the Committee considers that the adoption of this proposed mechanism would not have a budgetary impact

on the Regular Fund. This conclusion is based on the fact that the recurring expenses correspond to work hours already allocated by the Secretariat for Strengthening Democracy, while the additional costs would be covered with voluntary contributions, not with Regular Fund resources. It is also expected that an accountability report will be presented to the Permanent Council. I hereby comply with the request transmitted in document CP/CAAP-4218/26 to report to the Permanent Council on the results of the discussions of the CAAP on this matter.
