TENTATIVE WORK PLAN OF THE PERMANENT COUNCIL, THE GENERAL COMMITTEE,

AND THE PREPARATORY COMMITTEE OF THE GENERAL ASSEMBLY OF

THE ORGANIZATION OF AMERICAN STATES DURING THE TENURE

OF COSTA RICA AS CHAIR

(April 1 – June 30, 2026)

AND THE PREPARATORY COMMITTEE OF THE GENERAL ASSEMBLY OF

THE ORGANIZATION OF AMERICAN STATES DURING THE TENURE

OF COSTA RICA AS CHAIR

(April 1 – June 30, 2026)

1. Introduction During the period April 1 to June 30, 2026, will serve as chair of the Permanent Council, the General Committee, and the Preparatory Committee of the General Assembly of the Organization of American States (OAS), through its Permanent Representative, Ambassador Alejandra Solano Cabalceta. The Vice Chair of the Permanent Council will be Ambassador Stuart Savage, Permanent

Representative of Canada. In carrying out these responsibilities as chair, Costa Rica will conduct the work of these bodies in accordance with the Charter of the Organization and its statutes and rules of procedure. It also assumes a firm commitment to facilitating respectful, open, and constructive political dialogue among the member states, promoting the search for consensus, and contributing to the timely fulfillment of the mandates issued by the General Assembly and other competent organs of the OAS. Costa Rica assumes this responsibility in a hemispheric context that demands concerted, effective, and supportive responses to persistent challenges in the areas of security, democratic governance, inclusion, social cohesion, and institutional strengthening, among others. Within this

framework, the chair will seek to promote effective, results-oriented multilateralism that strengthens the capacity of the inter-American system to respond to the needs of the peoples of the Americas. Costa Rica also accepts this responsibility while reaffirming its commitment to the promotion and protection of the human rights of all persons, without distinction, as a cross-cutting theme of interAmerican activities. As chair, I will also be guided by purposeful diplomacy aimed at generating concrete results that improve the lives of our citizens and strengthen confidence in multilateralism, as well as by the promotion of safe, inclusive, and respectful spaces in which all voices can participate fully under conditions of respect, dignity, and equality. I will also give special attention to the initiative to consolidate the Permanent Council as a safe space for all by promoting working environments free of violence, harassment, and discrimination, and fostering an institutional culture based on respect, inclusion, and equality. This approach will be applied in a crosscutting manner in all my efforts as chair, in accordance with the principles and values that govern the inter-American system. I will endeavor to carry out my work with a pragmatic, inclusive, and results-oriented approach by facilitating opportunities for consultation and open dialogue among member states, promoting timely and efficient fulfillment of the mandates issued by the General Assembly, and strengthening coordination among the various organs, agencies, and entities of the inter-American system. All of this will be carried out in close coordination with the General Secretariat and the Office of the Assistant Secretary General, as well as with the chairs of the permanent committees and other political organs of the Organization.2 Mindful of the budgetary constraints at the OAS, as chair Costa Rica will pay special attention to the efficient use of available resources, seeking to streamline the scheduling of meetings and optimize discussion time, in keeping with the practices adopted by previous chairs. Costa Rica will promote a work agenda focused on strengthening hemispheric political

dialogue, promoting strategic partnerships, preparing for the General Assembly, and raising the visibility of issues of importance to in the inter-American sphere.

2. Priorities of the Chair In accordance with the rules governing the operations of the Permanent Council and the principles and priorities set down in the Charter of the Organization, the chair proposes to focus its efforts during the second quarter of 2026 on the following priorities: a) Strengthening hemispheric cooperation and strategic partnerships . Under the premise of effective multilateralism, as chair, Costa Rica will promote strategic coordination among the member states and entities affiliated with the inter-American system—such as The Trust for the Americas, the Pan American Development Foundation (PADF), and the Young Americas Business Trust—in order to heighten the visibility and impact of hemispheric initiatives. A special meeting of the Permanent Council will be convened to promote an open dialogue aimed at highlighting best practices, identifying synergies between the public and private sectors, and exploring innovative financing mechanisms. b) Promoting political dialogue and consensus-building. The Chair will seek to strengthen the Permanent Council as a preeminent forum for political dialogue, hemispheric coordination, and the building of understanding among member states. In that regard, the Chair will act with impartiality, transparency, and institutional rigor, promoting substantive exchanges that support informed decision-making, the fulfillment of current mandates, and the timely consideration of matters submitted to the Council. This priority will be guided by the conviction that strengthening the inter-American system must be grounded in mutual respect for the sovereign equality of states and the willingness to identify shared solutions to regional challenges. c) Promotion and Protection of Human Right s: Building on the agendas with the broadest consensus, the Chair will promote, during a regular meeting, reflection and dialogue on the regional situation of persons with disabilities, in line with the implementation of the InterAmerican Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities (CIADDIS), the Action Program for the Decade of the Americas for the Rights and Dignity of Persons with Disabilities (2016–2026), and the recommendations issued by the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities, which has just completed its fourth cycle with over one hundred recommendations issued.3 d) Substantive and efficient preparation of the fifty-sixth regular session of the General Assembly. As Chair of the Preparatory Committee of the General Assembly, Costa Rica will pay special attention to the orderly and efficient preparation of the fifty-sixth regular session of the General Assembly. To that end, it will promote the timely organization of the preparatory work, coordination among delegations and competent bodies, and responsible consideration of the topics, drafts, and procedures to be submitted to the General Assembly. e) Commemoration of Pan American Week in 2026. As chair, Costa Rica will attach special importance to the commemoration of Pan American Week in 2026 as an opportunity to reaffirm the principles and values that underpin hemispheric coexistence, as well as the continued relevance of the inter-American system as a space for political dialogue, cooperation, and mutual understanding. Within that framework, it will promote the holding of a protocolary meeting of the Permanent Council to highlight the historical and contemporary relevance of the OAS as the principal political forum of the Hemisphere.

This commemoration will take on particular significance as it will coincide with two anniversaries of profound historical and political importance for the Americas: the bicentennial of the Amphictyonic Congress of Panama, an emblematic antecedent of regional cooperation efforts, and the forthcoming commemoration of the 250th anniversary of the independence of the United States of America, as an opportunity to reflect on the

democratic values, the rule of law, and the fundamental freedoms that have shaped the political development of the Hemisphere. The chair will endeavor to ensure that the meeting provides a space for collective reflection on contemporary challenges in light of shared historical experience, projecting a renewed vision of the Hemisphere based on democracy, cooperation, diversity, and peace. f) Promotion of safe, inclusive and violence-free environments for all . In line with the resolutions and mandates of the member states and in a crosscutting manner, Costa Rica, as chair, will promote steps aimed at consolidating the Permanent Council as a safe space for all. The purpose of this crosscutting priority is to strengthen an institutional culture of mutual respect, inclusion, and non-discrimination, as well as to prevent and eradicate all forms of violence and harassment in the Organization's work and deliberation spaces.

3. Schedule of meetings 3.1. Regular meetings Article 36 of the Rules of Procedure of the Permanent Council states: “The Permanent Council shall hold regular meetings on the first and third Wednesdays of each month. If it should be necessary to advance or postpone a regular meeting, the Chair of the Council may set another date for it. The meetings of the Permanent Council and its committees, subcommittees, and working groups shall begin punctually at the time indicated in the meeting announcement.”4

In this regard, and based on the proviso set forth in Article 36 of the Rules of Procedure that “if it should be necessary to advance or postpone a regular meeting, the Chair of the Council may set another date for it,” the following dates are suggested for regular meetings of the Permanent Council during the second quarter of 2026: April May June Wednesday, 8 Wednesday, 6 Wednesday, 3 Wednesday, 22 Wednesday, 20 Wednesday, 17

Since the first week of April coincides with Holy Week, the regular meetings of that month will be scheduled for the second and fourth week. In addition to the topics that may be presented for consideration by the Permanent Council at regular meetings, in accordance with Article 42 of the Rules of Procedure, the following are the mandates that, according to document CP/doc. 6139/25 rev. 1, entitled "Distribution of Mandates from the Fifty-fifth regular session of the General Assembly and Other Previous Sessions" and approved by the Permanent Council at its regular meeting of July 23, 2025, the General Assembly has entrusted to the Permanent Council:  Mandates from the fifty-fifth regular session of the General Assembly AG/RES. 3040 (LV-O/25), “Establishment of a Credentials Committee for the Organization of American States” OP 9. To instruct the General Secretariat to submit for the consideration of the Permanent Council, within ninety (90) days of the adoption of this resolution, proposed adjustments to the pertinent regulatory instruments for approval, so that the Credentials Committee may be operationalized to fulfill its mandate. This mandate is already being addressed by the Committee on Juridical and Political Affairs (CAJP) for consideration by the member states. During the second quarter of 2026, the Permanent Council is expected to receive the report and recommendations of the CAJP and, on that basis, proceed with the corresponding decisions. The implementation of those actions will depend on the availability of the relevant reports and recommendations. AG/RES. 3046 (LV-O/25), “Celebration of Spanish Language Week at the OAS” OP 3. To instruct the Chair of the Permanent Council to include the item “Celebration of Spanish Language Week” on the order of business of one of the regular meetings of the Permanent Council in April each year. It is suggested that this mandate be implemented at the regular meeting proposed for

Wednesday, April 22, 2026, given that Spanish Language Day at the United Nations is marked on April 23.5  Mandate from previous regular sessions AG/RES. 3026 (LIV-O/24), “Increasing and Strengthening the Participation of Civil Society and Social Actors in the Activities of the Organization of American States and in the Summits of the Americas Process” OP 4. To instruct the Permanent Council to include an item on the order of business of a regular meeting in 2025 for the purpose of assessing the results of the evaluation exercise envisaged in operative paragraph 2 of this resolution and, in light of its conclusions and the opinion of the CAAP, to consider the creation, within the General Secretariat, of a Department of Relations with Civil Society to replace the Section of Relations with Civil Society, with the purpose of designing and implementing mechanisms for the meaningful participation of civil society organizations in activities related to all the Secretariats that make up the OAS. During the second quarter of 2026, the Permanent Council is expected to receive the report and recommendations of the CAAP and, on that basis, proceed with the corresponding decisions. The implementation of those actions will depend on the availability of the relevant reports and recommendations. 3.2. Special meetings Article 37 of the Rules of Procedure provides: “The Permanent Council shall hold special meetings, in keeping with Article 14 of its Statutes, when: a. The chair considers it necessary; b.Any representative so requests in writing, stating the purpose of the request; c. The Secretary General expressly so requests, in the exercise of the authority conferred upon him or her in the second paragraph of Article 110 of the Charter; or d. The General Assembly expressly so mandates.” In order to optimize the use of available resources, where a special meeting is requested, efforts will be made to hold it on the same day as regular meetings of the Permanent Council.  Special meetings mandated by the General Assembly There are no current mandates from the General Assembly that provide for the convocation of special meetings in the second quarter of 2026.  Special meetings mandated by the Permanent Council

will be made to hold it on the same day as regular meetings of the Permanent Council.  Special meetings mandated by the General Assembly There are no current mandates from the General Assembly that provide for the convocation of special meetings in the second quarter of 2026.  Special meetings mandated by the Permanent Council Resolution CP/RES. 1265 (2514/24), “Recognizing the Hemispheric Legacy of Former President Jimmy Carter at the Organization of American States,” provides for the holding, in the third quarter of 2025, using existing resources, a special meeting to reflect on the hemispheric legacy of President Carter and his contributions to the inter-American system. This mandate is currently under open scheduling and will be defined in coordination with interested delegations.6  Other special meetings A special meeting is proposed for Wednesday, May 6, 2026, to promote a dialogue between the Permanent Council and foundations and entities affiliated to the inter-American system. 3.3. Protocolary meetings Article 38 of the Rules of Procedure provide: “a. The chair of the Permanent Council, in agreement with the mission or delegation of the government concerned, or at its request, shall convene a protocolary meeting in honor of a head of state or government of a member state. b. With the prior concurrence of the General Committee, and in consultation with the mission or delegation of the government concerned, if appropriate, or at its request, the chair shall also convene protocolary meetings in honor of other eminent persons or to celebrate or commemorate events of importance.” Notwithstanding that, to date, no requests have been received to convene protocolary meetings during the second quarter of 2026, it should be noted that Pan American Day and Pan American Week are marked on April 14 each year. In that regard, a protocolary meeting will be convened to commemorate this event on Tuesday, April 14, at 2:30 p.m. 3.4. Joint meetings of the Permanent Council and CIDI No joint meetings are expected to be convened during the second quarter of 2026.

General Committee of the Permanent Council In accordance with Article 15 of the Rules of Procedure, the chair and vice chair of the Permanent Council serve, respectively, as chair and vice chair of the General Committee. The functions of the General Committee are described in Article 16 of the Rules of Procedure. 4.1. Mandates arising from the fifty-fifth regular session of the General Assembly What follows is a transcription of the mandates that, according to document CP/doc. 6139/25 rev. 1, “Distribution of Mandates from the Fifty-fifth regular session of the General Assembly and Other Previous Sessions," as approved by the Permanent Council at its regular meeting of July 23, 2025, the General Assembly has entrusted to the General Committee.  AG/RES. 3036 (LV-O/25), “Addressing the Critical Mental Health Crisis in the Americas” OP 3. To negotiate, with a view to adopting at the fifty-sixth regular session of the General Assembly, a declaration on improving mental health in the Americas, which reaffirms the commitment of member states to prioritizing intersectoral approaches to advance mental health and address the regional mental health crisis.

During the second quarter of 2026, the chair of the General Committee will engage in consultations with member states to explore ways to advance the implementation of this mandate and, as appropriate, assess options to facilitate the fulfillment of the objectives set forth in the resolution, including its possible extension.7 OP 4. To establish an Inter-American Working Group for an initial period of one year. This working group shall be open to all member states and, after consultation, shall include all relevant agencies of the inter-American system and international financial institutions that agree to participate, to develop a regional action plan that outlines and guides the work of the regional mental health partnership, aligning its work with the PAHO Strategy for Improving Mental Health and Suicide Prevention in the Region of the Americas. OP 5. To explore the establishment of a regional mental health fund to garner financial

To explore the establishment of a regional mental health fund to garner financial resources to bolster priority mental health initiatives in the Americas, subject to the capacities of member states and the General Secretariat, in collaboration with regional partners such as PAHO, the Development Bank of Latin America and the Caribbean (CAF), the Caribbean Development Bank (CDB), and the Inter-American Development Bank (IDB), among others that are willing to participate. OP 6. To instruct the General Secretariat to identify a relevant department to serve as the secretariat of the working group, subject to available resources, in order to support its functioning. OP 8. To request the working group to report to the Permanent Council on the progress of the regional action plan. OP 10. To further request the Secretary General to monitor and follow up on the implementation of this resolution and to report on its progress to the fifty-sixth regular session of the General Assembly. In this context, during the second quarter of 2026, the chair of the General Committee will engage in consultations with member states and the General Secretariat in order to ascertain the status of the establishment and functioning of the Inter-American Working Group on Mental Health, as well as to explore possible ways to support the initiation of its work, including the development of a regional plan of action aligned with the Pan American Health Organization Strategy for Improving Mental Health and Suicide Prevention in the Region of the Americas. It takes note of the designation of the Department of Access to Rights of the Secretariat for Strengthening Democracy as the secretariat of the Working Group and will facilitate exchanges among the member states on possible ways to advance the implementation of the mandates set forth in the resolution.

It will also facilitate exchanges among member states on possible mechanisms for regional cooperation on mental health, including the preliminary analysis of options for the possible establishment of a regional mental health fund, in collaboration with relevant regional partners. It will follow up, within the framework of the General Committee, on the progress that the Working Group may present to the Permanent Council on the development of a regional plan of action, in accordance with the provisions of the resolution.8 4.2. Annual reports of the organs, agencies, and entities of the Organization According to document CP/doc. 6139/25 rev. 1 "Distribution of Mandates from the Fifty-fifth regular session of the General Assembly and Other Previous Sessions," approved by the Permanent Council at its regular meeting of July 23, 2025, the General Committee has the function of considering the annual reports of the following bodies:

1. Inter-American Commission of Women (CIM)

2. Inter-American Telecommunication Commission (CITEL)

3. Inter-American Institute for Cooperation on Agriculture (IICA)

4. Inter-American Children’s Institute (IIN)

5. Pan American Institute of Geography and History (PAIGH)

6. Pan American Health Organization (PAHO) 4.3. Consideration of draft resolutions The General Committee will consider such draft resolutions as member states may decide to submit on matters within its purview, with a view to transmitting them to the General Assembly at its fifty-sixth regular session. 4.4. Meetings In order to address the matters entrusted to the General Committee, it is proposed that two meetings be held, without prejudice to the possibility of convening additional meetings should further matters arise.  Wednesday, April 29  Wednesday, May 27

5. Preparatory Committee of the General Assembly In resolution AG/RES. 3049 (LV-O/25), the General Assembly determined that its fifty-sixth

regular session will be held in Panama City, Panama, from June 22 to 24, 2026. In accordance with Articles 19 to 34 of the Rules of Procedure of the General Assembly, the Preparatory Committee of the General Assembly is responsible for the substantive preparation of the session. In this regard, the Preparatory Committee will consider, inter alia, the following matters:

1. Establishment of the order of precedence of the delegations of the member states and permanent observers ii. Consideration of the draft agenda, including consideration of requests for inclusion of items. iii. Consideration of draft recommendations of procedure iv. Consideration of the draft schedule
2. Consideration of requests to address the plenary. vi. Other matters within the purview of the Preparatory Committee.9

In order to maximize the efficient use of available resources, it is proposed that meetings of the Preparatory Committee be held immediately before or immediately after the proposed regular meetings of the Permanent Council, as indicated in section 3 herein. It is also suggested that the first such meeting be held on Wednesday, April 8, 2026.
