Excellency: I am pleased to address Your Excellency and to refer to the nomination of candidates to fill the vacancy that has arisen in the Working Group to Examine the National Reports Envisioned in the Protocol of San Salvador following the resignation of the governmental expert Johanna Cortés.

In that regard, I wish to advise that further to communications from the Technical Secretariat of the Working Group to the States Parties regarding the process for the election of a governmental expert of the Working Group, one nomination has been received, as detailed below:

1 Johanna Cortés (Colombia) Bruna Vieira de Paula Silveira (Brazil) In accordance with the appendix to resolution AG/RES. 2928 (XLVIII-O/18), entitled “Composition and Functioning of the Working Group to Examine the National Reports Envisioned in the Protocol of San Salvador ,” the election of governmental experts “shall be held at the first regular

meeting of the Permanent Council, 30 days after the deadline for submission of candidacies.” That deadline expired on March 27, 2026; therefore, the election should be held at a regular meeting of the Permanent Council after April 26, 2026. Counselor Bruna Vieira de Paula Silveira has extensive experience in the field of human rights, having headed the Human Rights Division of the Brazilian Ministry of Foreign Affairs between 2019 and 2020, and from 2022 to 2025. She also worked at the Brazilian mission to international organizations based in Geneva and, between 2020 and 2021, was Director of International Affairs at the then-Ministry of Citizenship.
