Note No. 7-5-M/075 The Permanent Mission of Peru to the presents its compliments to the Chair of the Permanent Council of the Organization of American States and has the honor to submit, with the co-sponsorship of the Permanent Missions of Chile, Guatemala, Panama, Dominican Republic, and Suriname, a draft resolution entitled “Commemoration of the Twenty-fifth Anniversary of the Inter-American Democratic Charter,” for the consideration of the General Assembly of the Organization of American States at its fifty-sixth regular session, which is to be held in Panama from June 22 to 24, 2026. The twenty-fifth anniversary of the Inter-American Democratic Charter is a timely opportunity to recognize its historical legacy in the development of the principles and premises that guide the actions of the Organization of American States, as well as to highlight the importance of multilateral diplomacy, dialogue, and cooperation among the American states. The Permanent Mission of Peru should be grateful of the good offices of the Chair of the Permanent Council in ensuring that this draft commemorative resolution is brought to the attention of

the member states in the four languages of the Organization, and that the appropriate measures are adopted so that consideration of this draft resolution is included in the draft agenda of the fifty-sixth regular session of the General Assembly. Likewise, the Permanent Mission of Peru would appreciate receiving comments from delegations on the above draft through Mr. Joshua Curay, Alternate Representative of Peru to the Organization of American States, at jcuray@peruoas.org, before April 21, 2026. COMMEMORATION OF THE TWENTY-FIFTH ANNIVERSARY

OF THE INTER-AMERICAN DEMOCRATIC CHARTER THE GENERAL ASSEMBLY, RECALLING that the Inter-American Democratic Charter, adopted on September 11, 2001, in the framework of the twenty-eighth special session of the General Assembly, held in Lima, Peru, is an historic affirmation that the peoples of the Americas have a right to democracy and their governments have an obligation to promote and defend it; STRESSING that the Inter-American Democratic Charter conceives democracy as fundamental for the social, political, and economic development of the peoples of the Americas, and strengthens its juridical foundations by establishing the essential elements of representative democracy and the fundamental components for its exercise; and CONSIDERING that the twenty-fifth anniversary of the Inter-American Democratic Charter represents a timely occasion to highlight the importance of multilateral diplomacy, dialogue, and cooperation among the American states for the benefit of our citizens,

RESOLVES:

1. To declare September 2026 as “the month of commemorative events for the twentyfifth anniversary of the Inter-American Democratic Charter,” in recognition of its historical legacy in the development of the democratic foundations and principles that guide the Organization of American

States.

2. To encourage member states and permanent observers to organize or contribute to the organization of commemorative activities to highlight the importance of the Inter-American Democratic Charter, in coordination with the General Secretariat, within available resources and voluntary contributions, and without any financial impact on the Regular Fund.
