INCLUSION OF THE ITEM “THE HUMANITARIAN CONSEQUENCES OF THE IMPOSITION OF COERCIVE ECONOMIC MEASURES IN DIFFERENT REGIONS OF THE HEMISPHERE AND THEIR IMPACT ON THE INTER-AMERICAN SYSTEM” ON THE ORDER OF BUSINESS

OEA372 Exp. 6.5.0.5 The Permanent Missions of Brazil, Colombia, and Mexico to the Organization of American States present their compliments to the Chair of the Permanent Council of the Organization of American States and have the honor to request the inclusion of the item “The humanitarian consequences of the imposition of coercive economic measures in different regions of the Hemisphere and their impact on the inter-American system” on the order of business of the regular meeting of the Permanent Council scheduled for February 18, 2026. The purpose of the inclusion of this item is to afford a space for dialogue and reflection among the member states of the Organization on unilateral coercive measures of an economic nature in the different regions of the Hemisphere, their humanitarian consequences, and the resulting weakening of the inter-American system, with particular consideration to the following provisions of the Charter of the Organization of American States: Article 15. “The right of each State to protect itself and to live its own life does not authorize it to commit unjust acts against another State.” Article 19. “No State or

group of States has the right to intervene, directly or indirectly, for any reason whatever, in the internal or external affairs of any other State. The foregoing principle prohibits not only armed force but also any other form of interference or attempted threat against the personality of the State or against its political, economic, and cultural elements.” Article 20. “No State may use or encourage the use of coercive measures of an economic or political character in order to force the sovereign will of another State and obtain from it advantages of any kind.” The Permanent Missions of Brazil, Colombia, and Mexico to the Organization of American States should be grateful to the Chair of the Permanent Council for his favorable consideration of this request and avail themselves of this opportunity to convey the renewed assurances of their highest consideration.
