No. 005/2026 The Permanent Mission of Brazil to the Organization of American States presents its compliments to the Chair of the Permanent Council and has the honor to request the translation into the four official languages of the OAS and the distribution to all permanent missions of Note No. 57 sent by the Mission to the Inter-American Commission on Human Rights, a copy of which is attached. The Permanent Mission of Brazil to the Organization of American States avails itself of this opportunity to convey to the Chair of the Permanent Council the renewed assurances of its highest consideration. No. 57 The Permanent Mission of Brazil to the Organization of American States presents its compliments to the Executive Secretariat of the Inter-American Commission on Human Rights (IACHR) and has the honor to advise that Brazil has learned of the existence of a document entitled "White Paper: Recommendations for Strengthening the Inter-American Commission on Human Rights," which was purportedly sent to the Commission by a joint note verbale from the Permanent Missions of six member states, formulating recommendations on its operations. In that regard, the Permanent Mission of Brazil suggests that any dialogue on proposals concerning the operations of the Commission, in view of their potential implications for all member

states, be conducted in an open and inclusive manner with the participation of all interested permanent missions. Accordingly, the Brazilian Mission respectfully encourages the Commission to share any proposals of this nature that may be presented with all member states, in order to enable all member states to submit contributions and inputs. Changes to procedures that affect all petitioners and states should not be adopted through restricted channels but instead require the highest degree of transparency and participation in order to ensure their effectiveness and legitimacy. The Permanent Mission of Brazil to the Organization of American States avails itself of this opportunity to convey to the Executive Secretariat of the Inter-American Commission on Human Rights the renewed assurances of its highest consideration.
