The Permanent Mission of the Dominican Republic to the Organization of American States presents its compliments to the secretariat of the Permanent Council and has the honor to refer to the statement made by the Permanent Representative, Ambassador Mayerlyn Cordero Díaz, under item 4 on the order of business of the regular meeting of the Permanent Council of March 18 this year, regarding the postponement of the Tenth Summit of the Americas, which was originally scheduled to be held in Punta Cana, Dominican Republic, in December 2025. In that regard, the Permanent Mission kindly requests that said document be distributed to the permanent missions and permanent observers for their information. The Permanent Mission of the Dominican Republic to the Organization of American States avails itself of this opportunity to convey to the secretariat of the Permanent Council the renewed assurances of its highest consideration. TO THE ORGANIZATION OF AMERICAN STATES Remarks by Ambassador Mayerlyn Cordero Diaz to the Permanent Council, on the postponement of the Tenth Summit of the Americas March 18, 2026 Washington, D.C.

Mr. Chairman: In 2023, the Dominican Republic assumed the honor and responsibility of hosting the Tenth Summit of the Americas—originally scheduled to be held in Punta Cana in December 2025—thereby reaffirming its commitment to strengthening political dialogue at the highest level in the Hemisphere.

In the time since, our country has pursued, with seriousness and purpose, a process aimed at advancing an agenda focused on human security, democratic institutions, and sustainable and inclusive development. Under the slogan “Building a Secure and Sustainable Hemisphere with Shared Prosperity,” the aim was to advance substantive commitments and tangible results in response to the common challenges facing our region. Within this framework, the Dominican Republic carried out a broad process of consultation and political preparation within the Summits of the Americas process. Meetings of the Summit Implementation Review Group (SIRG) were held in both regular and ministerial formats, leading to concrete progress in identifying shared priorities and building consensus on the hemispheric agenda. Negotiations on the draft declaration had made substantive progress as of the last meeting of the SIRG, in October 2025. At the same time, opportunities for dialogue were promoted with inter-American and international organizations, as well as with civil society actors and other relevant sectors, thereby enriching the participatory nature of the process. In this context, initiatives such as the Seventh Young Americas Forum, in coordination with the Young Americas Business Trust, and preparations for the Fifth Business Summit of the Americas, in conjunction with the IDB, were also promoted. These efforts reflect the Dominican Republic’s firm commitment to building an inclusive, participatory, and results-oriented Summit. However, the regional and international environment has evolved into a particularly complex scenario that now hinders the broad consensus that a Summit of this nature requires to achieve meaningful and sustainable results.4 Against this backdrop and following a process of responsible reflection and consultations with

various States, the Government of the Dominican Republic has deemed it prudent to postpone the Tenth Summit of the Americas and place its convocation on hold until more favorable conditions emerge. This decision does not imply any withdrawal from the commitment assumed by our country as host but reflects, rather, a measure aimed at safeguarding the political value, effectiveness, and credibility of this important hemispheric coordination mechanism. Likewise, this decision enables the responsible alignment of the organizational and institutional efforts of the process with current realities, thereby preserving the necessary conditions for an eventual convocation with the guarantees of participation, consensus, and results that characterize the Summits of the Americas. We wish to express our sincere appreciation to the national coordinators of the Summits process, to the member states of this Organization, and to the OAS General Secretariat, particularly the team of the Department of Summits of the Americas, for their continuous support and collaboration throughout this process. It is appropriate to make special mention of the leadership of the Secretary General, Ambassador Albert Ramdin, who has provided close follow-up and decisive support to the preparatory work of the Summits process under the chairmanship of the Dominican Republic. We also value the contributions of the Joint Summit Working Group (JSWG), as well as the active participation of the private sector, youth, and civil society, whose contributions have substantially enriched this process. The Dominican Republic reiterates its firm commitment to multilateralism, to strengthening the inter-American system, and to promoting dialogue and cooperation as indispensable pillars for addressing the shared challenges of our region. In the same spirit, our country remains willing to continue supporting this process and to assess, at the appropriate time, the conditions for its reactivation. Thank you very much.
