Nota No. 4-2-100/2026 The Permanent Mission of Ecuador to the Organization of American States (OAS), on behalf of the Ñ Circle of Friendship of the Spanish Language at the OAS, presents its compliments to the Chair of the Permanent Council of the OAS and has the pleasure to refer to the First Spanish Language Week of the OAS. The Permanent Mission requests the good offices of the Chair of the Council in arranging for the translation and distribution of the following declaration of the Ñ Circle: “Declaration on the Linguistic Richness of Spanish and Its Projection in Digital and Knowledge Environments in the InterAmerican System.” In addition, the Permanent Mission wishes to advise that the following persons will participate as speakers under the aforementioned agenda item: Ecuador: Pre-recorded video by Leonardo Valencia, Ecuadorian writer and literary critic, recognized for his contribution to contemporary literary thought in the Spanish language. He has published novels, essays, and articles in international media, and his work reflects on the

Hispanic cultural tradition, language, and the relationship between literature and society. His academic and literary career positions him as an important voice in the analysis and projection of the Spanish language in Latin America.

Panama: Pre-recorded video by Rodolfo de Gracia Reynaldo, holder of a master’s degree in Hispanic Lexicography and specialist in Panamanian literature. He has written numerous articles on the uses of language and the literature of the country, a body of work that has earned him several awards for essays and short stories. He currently teaches at the secondary, undergraduate, and graduate levels. At the Academia Panameña de la Lengua, he holds Chair C and currently serves as Academic Secretary.

The Permanent Mission of Ecuador to the Organization of American States avails itself of this opportunity to convey to the Chair of the Permanent Council of the Organization of American States the renewed assurances of its highest consideration. Washington, D.C., April 16, 2026 Annex3 DECLARATION ON THE LINGUISTIC RICHNESS OF SPANISH AND ITS PROJECTION IN DIGITAL AND KNOWLEDGE ENVIRONMENTS IN THE INTER-AMERICAN SYSTEM The Ñ Circle comprised of Argentina, Bolivia, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru, and Uruguay as member states, and Spain and Equatorial Guinea as permanent observer states, RECALLING that Spanish, as one of the official languages of the Organization, is a

fundamental pillar of political dialogue, hemispheric cooperation, and cultural expression in the Americas; RECALLING ALSO resolution AG/RES. 3046 (LV-O/25), which establishes the celebration of Spanish Language Week at the OAS as an institutional space to highlight its value and promote its use in the inter-American system; BEARING IN MIND that the Spanish language is one of the principal languages of global communication and that its linguistic diversity reflects the historical, cultural, and social richness of the peoples of Ibero-America; RECOGNIZING that the different expressions of Spanish are a living, dynamic, and constantly evolving heritage that strengthens cultural identity and understanding among the peoples of the Hemisphere; EMPHASIZING the importance of creating spaces for academic and cultural dialogue within the framework of Ñ Circle initiatives; CONSIDERING that digital environments and new technologies represent an opportunity to expand the projection of the Spanish language as a language of knowledge, innovation, and global communication; RECOGNIZING the fundamental and transformative role of women in the evolution and vitality of the Spanish language, as well as in the fields of culture, education, and the generation of knowledge, including in digital environments, and the importance of strengthening their participation in the construction of humanist narratives in the inter-American system; REAFFIRMING the commitment of the inter-American system to cultural diversity, multilingualism, and cooperation,

DECLARES THAT:

1. We recognize the diversity of linguistic expressions in Spanish and the numerous contributions of Indigenous languages to that language, as a shared cultural heritage that enriches dialogue, strengthens the identity of peoples, and contributes to regional cohesion.

2. We emphasize the importance of promoting spaces for academic reflection and dialogue that help to highlight the richness of the Spanish language and its dynamism in the interAmerican sphere.4

3. We reaffirm the value of the Spanish language as a language of culture, knowledge,

and diplomacy in the inter-American system.

4. We promote the strengthening of Spanish as a language for the production and dissemination of knowledge in academic, cultural, and technical fields.

5. We encourage member states to promote initiatives that foster the presence and use of Spanish in digital environments, including communication, education, and content-generation platforms.

6. We recognize the potential of the Spanish language to contribute to science, innovation, access to knowledge, and the exchange of ideas in the context of new technologies, as well as the need for it to be adequately represented in artificial intelligence.

7. We invite the strengthening of cooperation among linguistic, academic, and cultural institutions of member states in order to promote research, study, and dissemination of Spanish in all its richness.

8. We support the initiatives of the Ñ Circle aimed at positioning the Spanish language as a tool for intercultural dialogue, cooperation, and international projection.

9. We invite the General Secretariat to continue promoting the use of Spanish in its activities, as well as to strengthen its presence on digital platforms, in technologies derived from natural language processing, and in spaces for institutional outreach.

10. We reaffirm our will to continue promoting measures that strengthen the role of Spanish as a living, diverse, and constantly evolving language in the inter-American system and in the global arena.
