Excellency: I have the honor to address Your Excellency in my capacity as Chair of the Committee on Administrative and Budgetary Affairs (CAAP) to request your good offices in including the following items on the order of business of the next regular meeting of the Permanent Council.

At its meeting of April 14, 2026, the CAAP decided to refer the following items to the Permanent Council, together with the following recommendations in each instance. - Comprehensive Strategic Plan of the Organization of American States for 2026-2030 (CP/doc.6198/26). The CAAP decided to inform the Permanent Council that the Strategic Plan met the formal requirements for a document of this nature and covered all areas and activities of the OAS, extending beyond the areas within the CAAP’s strict competence. In that regard, the Committee decided to recommend to the Permanent Council that the document be analyzed in a crosscutting manner by the General Committee of the Permanent Council, with a view to its approval as soon as possible. - Draft resolution “Authorization to Use Resources from the Indirect Cost Recovery Reserve Subfund to Fund an Americans with Disabilities Act Accessibility Study for the Art Museum of the Americas” (CP/CAAP-4242/26 rev. 1). The CAAP recommends

its consideration and adoption. - Intention to appoint Ms. Patricia Kaim as Inspector General of the General Secretariat. The CAAP decided to inform the Permanent Council that the consultation process had been positive, so that the Secretary General could proceed with the appointment.3 - Revised Code of Ethics ( CP/CAAP-4247/26). The CAAP decided to transmit to the Permanent Council the recommendation to take as fulfilled the mandate from the General Assembly regarding the presentation of the revised Code of Ethics. It also stated that the Code of Ethics would be adopted by executive order of the Secretary General, who would determine the time of its issuance. Once adopted, the CAAP recommended that the Secretariat be requested to distribute it to the member states for their information.
