The Permanent Mission of the Oriental Republic of Uruguay to the Organization of American States, on its own behalf, as the country currently chairing the Committee on the Elimination of All Forms of Discrimination against Persons with Disabilities (CEDDJS) for the 2026–2028 term, and on behalf of the countries in the Group of Friends of the Rights of Persons with Disabilities —Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, Panama, Peru, and Uruguay —extends its warmest regards to the Honorable Chair of the Permanent Council and requests that the following item be included on the agenda of the regular meeting of the

The inclusion of this item will allow member states to ascertain the main findings derived from hemispheric monitoring mechanisms, as well as to promote the exchange of information regarding experiences, best practices, and challenges in implementing the commitments undertaken in this area.

The Permanent Mission of the Oriental Republic of Uruguay to the OAS takes this opportunity to reiterate to the Honorable Chair of the Permanent Council the assurances of its highest and most distinguished consideration.

Background

For more than two decades, the Organization of American States (OAS) has developed a robust regulatory and programmatic framework regarding the rights of persons with disabilities, based primarily on the Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities (CIADDIS), adopted in 1999, as well as on the Program of Action for the Decade of the Americas for the Rights and Dignity of Persons with Disabilities (PAD), adopted in

2007. CIADDIS is a legally bi nding instrument that obliges states parties to adopt measures to eliminate discrimination against persons with disabilities and promote their full integration into society.

To ensure compliance with the Convention’s objectives, the Committee on the Elimination of All Forms of Discrimination against Persons with Disabilities (CEDDIS) was established; it is the technical body responsible for conducting monitoring cycles consisting of the submission of national reports by states parties every four years. These reports are subject to analysis, recommendations, and follow-up. CEDDIS not o nly evaluates; it also serves as a hemispheric forum for the exchange of experiences, best prac tices, and technical cooperation among states, thereby contributing to the strengthening of inclusive public policies in the region.

Currently, the positions of Chair, First Vice -Chair, and Second Vice -Chair of CEDDIS are held by the Committee’s experts from Uruguay, Costa Rica, and the Dominican Republic, respectively.

For its part, the PAD is a declaratory programmatic instrument that establishes a strategic framework for action by states, structured around thematic areas that include, among others, inclusive education, health, employment, and accessibility. The Program contains more than one hundred concrete actions aimed at promoting the rights and dignity of persons with disabilities in the Hemisphere.

Follow-up on the PAD is carried out through a specific mechanism, namely the Joint Group for Hemispheric Follow-up on the Action Program (PAD), composed of representatives of civil society,

Follow-up on the PAD is carried out through a specific mechanism, namely the Joint Group for Hemispheric Follow-up on the Action Program (PAD), composed of representatives of civil society, social actors, and members of CEDDIS. Unlike CEDDIS, which evaluat es national reports individually, the Joint Group conducts a comparative regional analysis based on the reports submitted2during the monitoring cycles, identifying trends, structural gaps, and common challenges in the implementation of public policies, which is reflected in the preparation of the Regional Report on Disability.

In this context, the Fourth CIADDIS Monitoring Cycle and progress in the implementation of the PAD represent a key opportunity to assess the status of compliance with the commitments made by OAS member states, as well as to highlight progress, persistent c hallenges, and priority areas for action at the hemispheric level.

Likewise, it is worth highlighting the importance of the Group of Friends of the Rights of Persons with Disabilities, established in 2020 and composed of the following 15 countries: Argentina, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, Panama, Paraguay, Peru, the United States, and Uruguay.

This Group represents a political forum within the OAS to promote the visibility and mainstreaming of the agenda in favor of the rights of persons with disabilities across the various bodies of the inter -American system, supplementing existing forms for co mmemoration and awarenessraising.

Objective of the agenda item

To present to the member states, in connection with the Permanent Council meeting on May 6, 2026, the results of the Fourth CIADDIS Monitoring Cycle , as well as the progress and findings derived from the implementation of the PAD, including the Regional Report on Disability, with the aim of strengthening hemispheric dialogue, promoting the exchange of best practices, and guiding future actions in this area.

Presentation panel with relevant remarks and audiovisual material, structured as follows:

1. Remarks by Antonia Irazábal, Deputy Technical Secretary of the National Institute on Disability of the Ministry of Social Development of Uruguay and President of CEDDIS (7 minutes).

2. Remarks by the Secretary for the Strengthening of Democracy, Sebastián Kraljevich (7 minutes)

3. Presentation by the Joint Group for Hemispheric Follow -up on the PAD: screening of a prerecorded video (7 minutes), featuring remarks by five of its nine members, highlighting the key themes of the Regional Report.
